Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified small business sources. This includes small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) businesses; small disadvantaged businesses; and Women-owned small businesses based on the size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. This requirement is assigned a code of 541611 in the North American Industry Classification System (NAICS), and the size standard for such requirements is $7M. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is suitable. Background: The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD)/NIH, serves as the Acquisition Services Branch for the National Institute on Minority Health and Health Disparities (NIMHD). The mission of the NIMHD is to lead scientific research to improve minority health and eliminate health disparities. The NIMHD Research Endowment Program is a unique congressionally mandated initiative that promotes minority health and health disparities research capacity building at eligible academic institutions by investing in the education and training of underrepresented minorities and socio-economically disadvantaged individuals. The NIMHD Research Endowment Program makes that investment by awarding grants to an institution's endowment. The interest generated by this investment must be used to: • Strengthen the research infrastructure through the renovation of facilities, purchase of state-of-the-art instruments and equipment, and enhance information technology; • Enhance the academic environment by recruiting a diverse faculty and creating challenging courses in such topics as research methodology and health disparities as additions to the curriculum; and • Enhance the recruitment and retention of racial and ethnic minority and socio-economically disadvantaged students that are underrepresented in the scientific workforce. Eligible institutions include only those currently funded under the Health Resources and Services Administration Centers of Excellence Program (Section 736 of the PHS Act) or the NIMHD Centers of Excellence Program (Section 464z-4 of the PHS Act). NIMHD plans to issue a Notice of Proposed Rulemaking (NPRM) for public comment on proposed Research Endowment Program regulations. The proposed regulations specify the Endowment Program application procedures, eligibility, how grants will be awarded, how grants may be used, reporting requirements for recipient organizations, and penalties for misuse of grant funds. This Statement of Work covers only the Regulatory Impact Analysis (RIA) portion of the NPRM. Therefore, NICHD seeks capability statements from interested and qualified potential sources to perform a Regulatory Impact Analysis (RIA) for the Notice of Proposed Rulemaking. The work will include both a draft and final RIA. According to Executive Order (E.O.) 12866, the RIA should include analysis of the potential impacts of the rule upon state, tribal, and local governments, small businesses, and other small entities as required by E.O. 12866, the Unfunded Mandates Reform Act, the Regulatory Flexibility Act, and the Paperwork Reduction Act. Capability Statement: To be deemed capable, respondents must demonstrate a background in Economics with training in regulatory impact assessments and a minimum of 3-5 years experience preparing RIAs for the Federal Government in compliance with relevant statutory requirements and OMB Guidance, specifically experience in performing economic cost-benefit analysis. Experience with grants or health related regulations are desired but not required. Respondents must include the DUNS number, organization name, address, point of contact, and size and type of small business (e.g. 8(a), HUBZone, etc) pursuant to NAICS code 541611. Interested organizations that consider possessing the capabilities necessary to undertake this project should submit electronic copies to belangern@mail.nih.gov by 3:00 PM EST on December 19, 2011.
