Description
EXIM-12-Q-0008 Amendment 2 - Changes Legal Times to National Law Journal. Deletes US News and World Report and Inside US Trade. EXIM-12-Q-0008 Questions and Answers This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS PROCUREMENT IS SUBJECT TO FAR CLAUSE 52.232-18 AVAILABILITY OF FUNDS. The solicitation number is EXIM-12-Q-0008/A2 and is being issued as a Request for Quote (RFQ). This solicitation is now amended to update the list of subscriptions/pricing table and provide the Questions and Answers (see attachments). Those interested in responding must submit written quotations by no later than December 12, 2011, 12:00 p.m. EST, Attention: Lorita Jackson, 811 Vermont Avenue NW, Washington, DC 20571. Please submit any questions by 12:00 p.m. EST, December 7, 2011. The target award date is December 22, 2011 with a performance start date of January 1, 2011. The Export Import Bank anticipates making a single best value award resulting from this solicitation. The provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-54 dated 11/02/2011. The Export-Import Bank of the United States' (Ex-Im Bank) Research Library has a requirement to purchase delivered periodicals. NewsWorld is the incumbent contractor. The award will be for a base year, plus four consecutive twelve month options. The applicable NAICS code is 511199-All Other Publishers, with a small business size standard of 500 employees. This is a small disadvantaged business set-aside. This solicitation incorporates the FAR clauses 52.212-1 (Instructions to Offerors-Commercial Items (Jun 2008); 52.212-3 (Offeror Representations and Certifications-Commercial Items (May 2011)); 52.212-4 (Contract Terms and Conditions-Commercial Items (June 2010)); 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2011)); 52.217-8 (Option to Extend the Services (Nov 1999)); 52.217-9 (Option to Extend the Term of the Contract (Mar 2000)); and 52.237-3 (Continuity of Services (Jan 1991)) for commercial items and services. Supplemental Information to Clause 52.212-2: Paragraph (a) evaluation factors are: • Deliver periodicals to the Ex-Im Bank's DC headquarters at 811 Vermont Avenue, NW, Room 1010 (mailroom) Washington, DC 20571. • All newspapers to be delivered before 8:00 a.m. • Non-business day (including federal holidays or other emergency closings) newspapers to be delivered the next business day. • Any missed items, delayed items, or damaged items to be delivered or resolved within two (2) business hours. • Any changes, deletions, additions to the number of copies or titles to be effective within 1 business day, where possible, after written modification by the Ex-Im Bank. • Past performance. Technical capability and past performance, when combined, are significantly more important than price. 1. Technical Requirement The contractor shall provide daily newspapers and other news materials (see below table) for hand delivery to Ex-Im Bank mailroom on day of publication. Quantities are subject to variation within short notice. On occasion the contractor may be called upon to provide other publications in the event of a complication with another provider. Historically we have maintained a fixed price within 10 % variation in content and quantity. Any adjustments beyond 10% will be evaluated on an annual basis, and the fixed price may be re-determined. Offerors' statement of technical capabilities, including references, shall not exceed 10 pages. 2. Experience and Past Performance Offerors shall provide three examples of prior projects or use of their product which are similar to the scope and complexity of the requirements of this RFQ. Offerors shall provide accurate contact information on individuals for references for any examples provided. The number of examples, their applicability to Ex-Im Bank's stated requirements, and the accuracy of contact information will be assessed. The Ex-Im Bank reserves the right not to check references. 3. Price Ex-Im Bank will evaluate proposed pricing for the base period and option years. If option year pricing is not provided, for the purposes of evaluation, we will add 3% per year for the option years. Offerors' pricing shall include a statement that pricing is good for 30 days. Basis for Award Ex-Im Bank plans to award a single contract to the Offeror whose quote is most advantageous and represents the best value to Ex-Im Bank. The Offeror's experience and proposed technical approach to meet the requirements described above, are more important than cost/price. The lowest priced offer may be determined to be the best value among technically acceptable offers. All responsible sources may submit a quotation which shall be considered by the Export-Import Bank. To be eligible for award an Offeror must be registered in the Central Contractor Registration (CCR) database. Offerors may register at http://www.ccr.gov or by calling 1-888-227-2423 or 269-961-5757. To register, an Offeror must have a Data Universal Numbering System (DUNS) number assigned by Dun and Bradstreet, Inc. An Offeror may obtain a DUNS number at http://fedgov.dnb.com or by calling 1-866-705-5711. Processing time normally takes 48 hours. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation. To be responsive to this RFQ, an Offeror must include a copy of the completed provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer.
