THIS IS A PRESOLICITATION NOTICE VA-258-12-R-0039. The solicitation is intended to be issued on or about January 4th, 2011 and shall remain open for approximately 45 days. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 18 - New Mexico VA Health Care System (NMVAHCS), 1501 San Pedro Drive SE, Albuquerque, NM, Amarillo VA Health Care System (AVAHCS), 6010 Amarillo Blvd W, Amarillo, TX 79106, and El Paso VA Health Care System (EPVAHCS), 5001 N. Piedras, El Paso, TX, 79930, has a requirement for on-going facilities construction, alterations, and repair of buildings, structures and other real property at the NMVAHCS, AVAHCS and EPVAHCS. The intent of the project is to award Multiple Award Task Order Contracts (MATOC) via multiple award Indefinite-Delivery Indefinite-Quantity multi-trade construction contracts to include the following locations: The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 18 - New Mexico VA Health Care System (NMVAHCS), 1501 San Pedro Drive SE, Albuquerque, NM, Amarillo VA Health Care System (AVAHCS), 6010 Amarillo Blvd W, Amarillo, TX 79106, and El Paso VA Health Care System (EPVAHCS), 5001 N. Piedras, El Paso, TX, 79930. The type of work to be performed will be General Construction. The applicable NAICS code is 236220 Commercial and Institutional Building Construction. General building and heavy construction contractors have a size standard of $33.5 million in average annual receipts. The resulting contracts will not have fixed unit costs. All contract work will be completed through individual task orders awarded for individual projects between the three locations. Each task order will be priced individually and will include its own wage determination. These task orders will be competed amongst the IDIQ awardees. The term of the IDIQ Multi-Award Task Order Contract (MATOC) is intended to be a two (2) year Base Period from date of award, with three (3) one (1) year options to extend. Each task order will have its own completion date established. The solicitation is 100% Set-Aside for certified Service Disabled Veteran Owned Small Businesses (SDVOSB) under Public Law 109-461, 38 U.S.C. 8127 and 8128 that are capable of performing the requirements under the categories described in the solicitation when posted. Interested parties shall be required to be registered and certified in the US Department of Veterans Affairs Vet Biz database. Registration may be accomplished at http://www.vip.vetbiz.gov/. It is anticipated that the MATOC will be divided by 3 Regions and further broken down by 3 Dollar Value Categories. The intent is to allow SDVOSB contractors the ability to select the Region(s) (Albuquerque, El Paso or Amarillo) as well as the Category of interest in which the firm as the ability to perform. The Regions and Categories may reflect as follows: REGION I: ALBUQUERQUE, NM; REGION II: EL PASO, TX; REGION III: AMARILLO, TX Category A - $2K-$150K Category B - $150,000.01 - $1.5M Category C - $1,500,000.01-$10M It is anticipated that there will be a total of Three (3) Prototypical Seed Projects issued with the solicitation. The solicitation documents including all specifications and drawings will be issued on or about January 4th, 2011 and will be posted on the Federal Business Opportunities website via the VA Vendor Portal. This date is subject to change. Hard copy documents including drawing will NOT be available - all documents for proposal purposes will be posted at the website for download. Proposals will be due approximately 45 days after issuance of solicitation. A pre-proposal conference/site visit (for each seed project) is currently scheduled for January 18th, 2012, 9:00 am, and will be held at the AVAHCS, Building 34 Room 3409, 6010 Amarillo Blvd West, Amarillo, TX 79106. There will be a site visit held for each seed project and they will be held consecutively, immediately following the pre-proposal conference. ***Note: This date/time/location is subject to change and will be confirmed upon the issuance of the solicitation. *** Interested Contractors are HIGHLY ENCOURAGED to attend the pre-proposal conference. This notice is for informational purposes only and is not a request for submission of offers. No other information is available until issuance of the solicitation. No bidder list is maintained. All potential bidders should register with Federal Business Opportunities as well as the VA Vendor Portal https://www.vendorportal.ecms.va.gov/eVP if interested in this acquisition. All bidders shall be registered and verified in the www.ccr.gov, www.vetbiz.gov, and https://orca.bpn.gov/ websites. This procurement is 100% set aside for Service-Disabled, Veteran-Owned, Small Business (SDVOSB). The NAICS Code is 236220. The associated size standard for this procurement is $33.5 million.
