- Description
- The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, Firm Fixed Price Delivery Order under the Boeing Basic Ordering Agreement N00019-11-G-0001 with The Boeing Company. The F/A-18 Program Office, PMA-265 has identified a requirement to redesign the Fire Extinguisher Temperature Compensating Pressure Switch (TCPS) and retrofit new switches via attrition for fire extinguishers undergoing hydrostatic test or overhaul. The improved design will significantly reduce the amount of welding required to secure the switch to the bottle and will also relocate the pressure boundary in the switch. Boeing will be procuring and updating the Interactive Electronic Technical Manuals (IETMs), they have the database and the operating system software making them the only contractor capable of completing this task. The proposed Delivery of 604 United States Navy and 376 Foreign Military Sales of Fire Extinguisher TCPS will be completed. The statue authority permitting other than full and open competition is 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Note 22 applies.
