Description
Information Security Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS Code for this procurement is 541990 and the Small Business Size Standard is $7 million. This is a small business set aside. This solicitation number is RFQ2334565 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute on Aging (NIA) intends to issue a purchase order to support NIA's Laboratory of Genetics in maintaining and upgrading genomic databases, developing and implementing experimental approaches to generate data for the analysis of regulatory networks of genes important for survival and function of both pre-implantation mouse embryos and stem cells, and design and provide a plan for and advise on the implementation of data collection and software tools for advanced analysis of biological regulatory networks in early embryonic stages of mouse development. The Contractor shall perform the tasks outlined in the Statement of Work. (See the Attached Statement of Work). A firm fixed price contract is anticipated to result from the award of this solicitation to the responsible and technically acceptable Offeror whose offer provides the greatest overall value to the Government. Quotations will be evaluated on the following criteria: Technical qualifications will receive paramount consideration in the selection of this contractor. (1) Technical Approach (30 points): Ability to meet technical qualifications. This evaluation will be based on the demonstrated capabilities of the proposed Contractor to meet the needs of the project as set forth in the Statement of Work. The offeror’s understanding of the objectives and requirements of the Statement of Work, ability to identify problems and suggest solutions to those problems, and ability to enhance the achievement of the scientific goals of the overall program. (2) Qualifications of the investigator (25 points): The proposed Contractor must have expertise and experience in developing and upgrading genomic databases, developing and implementing experimental approaches to analyze regulatory networks of genes, data management and consultation for genomic and gene network analysis, and the ability to provide consultation in the evaluation of data as part of the preparation of manuscripts. (3) Organizational experience (25 points): The proposed Contractor must provide evidence of timely and successful organizational plans for similar projects, including the ability to project plans and advise in their implementation for staff similar to those in the specified Tasks and evidence of organization and planning for staff of large-scale genomics projects. (4) Past performance (20 points): The proposed Contractor must provide evidence from publications of successful design and management of genomic and developmental experimental studies for the analysis of gene function and publications and publicly accessible databases of the successful development and maintenance of programs and databases as required in specified Tasks. (5) Price/Cost: Price will be evaluated to determine price reasonableness, using market values in the evaluation. The Contractor will work 16 hours a week for 52 weeks.
