Description
The purpose of this Request for Information (RFI)/Sources Sought is to identify to the Government potential sources interested in this procurement as either the prime contractor or a subcontractor. The CECOM Software Engineering Center (SEC) is responsible for providing life cycle software support for Mission Critical Defense Systems (MCDSs). The goals of the SEC are to: 1) establish/maintain Post Production Software Support (PPSS) for fielded systems, and 2) provide software engineering support for systems both deployed and under upgrade. The Sensors Branch primary mission is to provide software engineering support for assigned Signal Intelligence (SIGINT), persistent surveillance and reconnaissance, mine and Improvised Explosive Device (IED) detection systems. The contractor shall update operational and training software of systems; develop/enhance infrastructure used for the development, testing, and dissemination of software updates; develop software tools and assets to improve situational awareness for the Warfighter; develop/enhance tools to support urgent operational requirements. This contract will establish the requirements for level of effort base contract of one year, with one year option year. Additionally, the SEC Sensors Branch, under the Communication Electronics Command Life Cycle Management Command Software Engineering Center (CECOM LCMC SEC) Warfighter Mission Area (WMA), performs software engineering design, development, integration, and testing for several sensor based systems. The Sensors Branch has an established software development infrastructure that provides systems and software engineering post production and acquisition support for many customers including Army Program Executive Offices (PEO) and their Program Managers/Product Managers (PM). Additionally, the Sensors Branch provides systems and software engineering support to the CECOM LCMC Logistics Readiness Center (CECOM LCMC LRC) and Research Development Engineering Command (RDECOM) Communications Electronics Research Development Engineering Center (CERDEC). The support provided by SEC Sensors Branch follows the Life Cycle Management (LCM) model, and therefore generally applies to systems in the maintenance sustainment phases. NOTE: This is a request for information only and all information received will be for planning purposes only. The CECOM Acquisition Center does not intend to award a contract on the basis of your responses nor otherwise pay for the preparation of any information presented or the use of any such information. All proprietary information should be marked as such. Responses indicating interest in this procurement as a prime or subcontractor are also requested. Interested parties should identify any GSA contracts or other established vehicles suitable for placing actions of this nature. The deadline for responses is 23-December-2011. The contractor will be required to have a Top Secret Facility clearance with Secret safeguarding capability. This is a Cost Plus Fixed Fee (CPFF) Type Task order, therefore contractor is required to have an approved accounting system. Place of Performance Address: Software Engineering Center (SEC), Building 6001, Combat Drive, Aberdeen Proving Ground (APG), MD 21005. Additionally, the contractor shall be required to perform functions in various Continental United States (CONUS) and Outside Continental United States (OCONUS) locations on a Temporary Duty (TDY) basis. OCONUS locations anticipated are - Germany, Korea, and Kuwait.
