Description
Notice of Intent to Sole Source (Retirement Planning Seminars) The Department of Labor (DOL) Office of Procurement Services (OPS) intends to award a Sole Source contract to The National Institute of Transition Planning (NITP) to furnish the following: Retirement Planning Seminars for a twelve (12) month base period and two (2) twelve month option periods. The applicable North American Classification Code (NAICS) for this procurement is 611699 with a business size standard of $7 million dollars. This purchase will be made under simplified acquisition procedures and Other than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii)(A). Only one responsible source is available and no other supplies or services will satisfy agency requirements. This Notice of Intent to Sole Source is not a request for competitive proposals. No solicitation document is available and telephone requests will not be addressed. No award will be made on the basis of quotes or offers received in response to this notice. OBJECTIVE: The purpose of this training is to prepare DOL employees from the beginning of their careers to the end of their careers to be engaged in their retirement and financial planning and to have the information required to position them to be successful in this planning. The training needs to address elements outlined in the Retirement Financial Literacy and Education Strategy outlined by the US Office of Personnel Management. (see http://www.opm.gov/benefits/literacy_education.asp). This training must educate Federal employees on the need for retirement savings and investment, and must provide information on how to plan for retirement and how to calculate the retirement investment needed to meet their retirement goals. Interested parties may identify their interest and capabilities to meet this requirement by 15 December, 2011 by 4:00pm ETD. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government.
