Description
Questions for Industry. Please provide meaningful feedback. This is a follow-up announcement to previously posted SOURCES SOUGHT N00019-12-R-0001. The Source Sought announcement includes details of the aircraft and general tasking required. The resulting decision based on the review of sources sought responses is that this effort will be solicited using full and open competitive procedures under NAICS 488190. DRAFT PWS: The Government intends to post a DRAFT version of the Performance-Based Work Statement (PWS) and associated DRAFT documents for industry's review and feedback on or about 01 December 2011. The Government is receptive to ideas to reduce constraining requirements, reduce risks, reduce costs, and highlight potential safety, quality, technical or contractual problem areas. While the DRAFT PWS is not a DRAFT Solicitation, comments and recommendations pertaining to any part of the upcoming solicitation, including Sections L and M, as well as general comments on a best value basis for award are welcomed, including any concerns, questions, refinements, or suggestions. Comments on instructions for preparing and presenting proposal volumes on cost, past performance and other subjects are also welcomed. The Government expects to use a best value basis for award. The Government intends to implement a Performance Measurement Framework (PMF) to measure Contractor performance. The measures align with the Navy's objectives of Safety, Quality, Performance, and Sustainment. A performance incentive is likely to be associated with performance that exceeds contractual minimum requirements, measured by the PMF. Once the PMF is available in DRAFT form, the Government will solicit comments, recommendations, and questions that might further align and clarify the understanding between the Government and potential offerors, including whether the PMF is understandable and executable. The Government has prepared a list of questions (attached) and invites written industry feedback on those questions, or as noted above, in the form of recommendations and/or questions, which shall be received no later than 12:00 p.m. EST on 04 January 2012 ; however, the Government appreciates earlier written submittals. Contractors are directed NOT to present or provide proprietary information. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. Responses and comments will not be published, nor will they be released. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this posting. INDUSTRY DAY CONFERENCE: PMA-273 intends to host an Industry Day Conference to openly introduce the T-45 Total Lifecycle Support Product maintenance concept, allow industry parters an opportunity to network with one-another, and receive meaningful feedback regarding the upcoming requirement. The Industry Day event will be held on 14 December 2011 at the Southern Maryland Higher Education Center (SMHEC) located in California, MD from 8:00 a.m. to 10:30 a.m. EST. Sign-in will begin at 7:30 a.m. EST. Attendance for the Industry Day is limited to three attendees per company. This is a no fee event (except a possible nominal refreshment fee) and seating is limited. The Government will not reimburse the attendees for any cost associated with participation or attending the Industry Day. Information provided during the Industry Day Conference, as well as a list of attendees, will be made available to the public after the event. GOVERNMENT-INDUSTRY ONE-ON-ONE's: In addition to the requested written feedback, following the Industry Day conference, the Government invites interested companies to privately present meaningful feedback in-person as a preface to the written feedback due by 04 january 2012. Any exchange of information between the Government and Industry will be captured and documented to be made available to the public in accordance with FAR 15.201. The Government does not intend to discuss any portion of the acquisition strategy during the one-on-one sessions. One-on-One sessions will be scheduled between 11:00 a.m. to 5:00 p.m. EST on 14 December 2011, and 8:00 a.m. to 5:00 p.m. EST on 15 December 2011. The amount of time alloted to each company will be approximately one hour, but ultimately dependant on the number of companies scheduled. The scheduled time frames will be equal for each company and provided at time of scheduling confirmation. There is no fee to arrange a one-on-one session and seating is also limited to three attendees per company. Contractors are directed NOT to present or provide proprietary information during the one-on-one sessions. Information and materials submitted to the Government WILL NOT be returned. Classified material SHALL NOT be submitted. Responses and comments will not be published, nor will they be released. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this posting. Please provide a list of participants (up to three per company) for each event. Directions to the SMHEC facility will be provided at time of scheduling confirmation if requested.
