Description

CICA justification for sole source acquisition of leased tower site The existing License (No. 064LBF0446) with Pinnacle Tower Inc. expired on February 1, 2008 and has been in a holdover status since while NOAA and Pinnacle Tower negotiated language for new and succeeding Lease and License templates. NOAA and Pinnacle Tower developed a standard template Lease/License to be used in connection with succeeding documents for use of tower sites. An NWR License (No. 12WSW0202L) using this template was approved by the LRB on September 28, 2011 for a site in Nogales, Arizona. This 1,656' tower is located at 1498 Tower Road, Moody Texas 76557, near (Lat 31º18'54" N and Long 97º19'37" W) at an elevation of 827' AMSL. The Government's proposed new lease provides for placement of equipment on the Tower including the attachment of lightweight tubing from ground level to two different tower levels (100 and 1,656 feet) and use of 350 square feet of ground space near the tower for placement of a government trailer/laboratory and a radon detector. ESRL also has mounted meteorological packages on the tower at these two levels which include a radio modem and 1 watt directional antennae to transmit data to ESRL equipment on the ground.
