- Description
- The contractor will serve as Senior Technical Advisor for Strategic Information for USAID/SA. The incumbent will serve as senior expert technical advisor on overall Strategic Information and Monitoring and Evaluation components of USAID/Southern Africa's HIV/AIDS and related health programs and activities. S/he serves as Contracting Officer's Technical Representative (COTR), Agreement Officer's Technical Representative (AOTR) or activity manager for selected USAID/Southern Africa contractors and grantee partners. The incumbent will provide oversight, and in some cases direct supervision, to the SI and M&E sections of the USAID/SA Health Office. In close collaboration with colleagues from the Centers for Disease Control and other USG agencies, the incumbent will be responsible for providing high-level quality control for the overall USG/South Africa results reporting system, including all dimensions of the system, from indicator and reporting guidance to data capture (paper and electronic), data management and processing, data analysis, and ultimately data use for program improvement at all levels. Especially important is to systematically lead the process wherein USG indicators and information systems are fully aligned with those of the SAG at all levels. The Advisor plays a leadership role in USAID/Southern Africa's Health Office as the senior most technical expert in all aspects of monitoring and evaluating of HIV/AIDS programs and in surveillance. The Advisor will work in close coordination with all HIV/AIDS team members, other Mission staff including the program office, key USG agencies and other stakeholders and be responsible for, or provide support for, a variety of institutional components in the area of strategic information.
