- The U.S. Army Corps of Engineers, Detroit District, intends to solicit firms that have the capability to provide construction of an Inpatient Mental Health Expansion Building 39 consisting of a 24,000 square foot expansion attached to the existing inpatient psychiatric unit located in Building 39. This expansion will create additional inpatient mental health patient care and support space, providing space relief to the existing programs on the first and second floors of Building 39. Space will include a centralized reception area for the building, along with new Patient, Support, Staff, & Administrative areas. In addition to the construction of new space, 3,000 square feet of existing patient care area will be renovated to address existing patient privacy deficiencies. Work will include the elimination of several multi-bed dorms, and the creation of one and two bed rooms with private and semi-private bathrooms. The project will be located at the VA Medical Facility, 5500 Armstrong Road, Battle Creek, Michigan 49037. The estimated cost of construction is between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 236220, which has a size standard of $33,500,000 in average annual receipts. The project requires knowledge of special needs construction and in particular construction in a Hospital Environment. This procurement is being solicited as a small business set aside. This is a Best Value solicitation. Evaluation will be based on Technical Capability, Past Performance, and Price. Technical Capability and Past Performance are of equal importance, and, when combined, are approximately equal to Price. All subfactors are listed in descending order of importance. Evaluation will be at the factor level (i.e., a rating will be given only for Technical Capability or Past Performance as a whole). A bid bond in the amount of the offer is required. The contract will have 450 day completion requirement. The estimated award date of the contract is 26 March 2012. A Pre-proposal meeting will be held at the located at the VA Medical Facility, 5500 Armstrong Road, Battle Creek, Michigan 49037. Exact time and location will be noted in the solicitation. As part of this procurement the Army Corps of Engineers intends to require the components for the BCVA Inpatient Mental Health Addition - Building 39 to be sole sourced using other than full and open competition procedures pursuant to authority of FAR 6.302-1.
