REQUEST FOR INFORMATION (RFI): 42 Air Base Wing (42ABW) Dark Optical Fiber Strands with Indefeasible Right to Use General Information Response Deadline: 9 JAN 2012; 2:00 PM (CST) 42nd Contracting Office Jacqueline Tellis, Contracting Officer; 1Lt Angela L. Frazier, Contracting Officer Maxwell AFB, AL 36112 Purpose: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). The purpose of this Request for Information (RFI) is to gather information from industry on establishing a optical fiber strand path for use between Maxwell Air Force Base (MAFB), AL and Maxwell Air Force Base-Gunter Annex (MAFB-Gunter Annex), AL. Both locations are within the city of Montgomery, in Montgomery County, and the State of Alabama. The Government considers information on market capabilities, availability, technological advances, commercial terms and conditions, timelines for implementation, and possible suppliers and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. This notice is issued solely for market research and planning purposes and does not constitute a request for proposal, request for quote, or invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. No award will be made from this RFI and the Government will not pay for any effort expended in responding to this notice. Responses: This RFI is prepared for planning purposes only and is NOT restricted to small business. If the government decides to pursue an RFP, portions of your RFI response may be incorporated into the Performance Work Statement (PWS) and any subsequent purchase/lease agreements. Sources are discouraged from submitting any information deemed competition-sensitive or proprietary. However, if sources elect to submit competition-sensitive or proprietary information, sources bear sole responsibility for marking said information as such to ensure appropriate safeguarding by the Government. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All submissions become Government property and will not be returned. RFI responses on company letterhead are requested for submission electronically and in accordance with the instructions listed in each attachment. All questions and responses shall be submitted, via e-mail, to angela.frazier@maxwell.af.mil. After review of the responses to this RFI, the Government may or may not proceed with an acquisition. Information the government releases related to this RFI will be made available on the Federal Business Opportunities site (www.fedbizops.gov). It is the potential offeror's responsibility to monitor this site for new information related to this RFI. Request for Information / Questions: 42Air Base Wing is considering a commercial lease for a 4-strands dark optical fiber path between 101 East Kirkpatrick St (B-942), MAFB, AL 36112 and 325 East Moore Dr (B-859), MAFB-Gunter Annex, AL 36117. The requirement is for a commercial entity to establish a commercially owned path between the 2 points of demarcation. Estimated distance is 8 miles. Lease terms would stipulate an agreement for the full and exclusive right to use of the fiber strands by the customer at their sole discretion. The anticipated term of agreement is for 25 years from date of acceptance. Additionally the lease would require maintenance support and restoration of the optical fiber strands with established standards of priority of service. The government would expect all rights-to, licenses, right-of-way, easements and other requirements be considered and identified in any response. Please provide the following information when responding to this RFI: 1. Company Name/Point of Contact information (Name, phone, email, fax) 2. Company CAGE Code, NAICS for this requirement, and Business Size Standard In order to develop any appropriate strategy the following information would be useful: 3. Estimated initial cost of set up and implementation 4. Estimate cost of 2-strands vs 4-strands 5. Estimated monthly cost to maintain optical path 6. Estimated time table to set up and activate 7. Service delivery options -- single-path vs diverse path 8. Possible peripheral or allied support required from the government 9. Any other aspects that should be considered by the government as it refines the requirement and potentially develops an acquisition strategy If additional information is required to formulate your response to this RFI, request the information through the POC listed below. If the government determines the request is meaningful to the RFI, the information will be posted on the Federal Business Opportunities site.
