Description
This Sources Sought Notice W15QKN-12-X-D009 is for Automatic Fire Extinguishing System (AFES) Kits for the USMC M88A2 Recovery Vehicle The US Army Armament Research and Development Command (ARDEC) Benet Laboratories, located at Watervliet Arsenal, Watervliet, New York is seeking firms capable of a technical solution for the requirement described below: The requirement entails the delivery of 50 Complete AFES Kits. The actual number of kits could vary and the exact quantities are not yet determined. The kit contents are detailed in drawing number 12510324 M88A2 AFES Kit List. The kit drawing lists 185 parts. These drawings are not provided as an attachment, and will need to be requested separately through the technical point of contact below. Approximately 50% of the items are fasteners, decals or other misc items, 30% are steel tubing, hoses, elbows, conduits, expanders, unions and various other fittings, 5% electrical items such as sensors, control panel and wiring harnesses and 15% machined items such as brackets and plates. This requirement is for kits only and no installation services are required. The AFES kits will be packaged by the vendor and delivered to the USMC. Benet will provide the shipping information. It is requested that offeror(s) show evidence of prior successful experience providing similar/like kits for military vehicles. Additionally, since the kit contains machined items, electrical components and many miscellaneous items, it is requested that the offeror(s) show previous experience outsourcing to other vendors for similar/like requirements. Any offeror under this sources sought must be capable of manufacturing the items being requested under this notice, within the US and its territories. The General Quality Assurance Provisions are provided in the attachments. Offeror shall provide evidence of First Article Tests for this and/or similar/like requirements. The approximate timeframe for delivery is 31 December 2012. Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, prior experience, demonstration video and other technical data. All data should be sent at no cost to the US Government by January 6, 2011 to the US Army ARDEC. ATTN: Laura Arscott, Contract Specialist, email: laura.e.arscott.civ@mail.mil. In addition, please provide the firms name and address, point of contact with telephone number and email address, and size of business (small/large). The Government will accept written questions by email directed to the Technical Point of Contact Alan Ng, alan.ng.civ@mail.mil. This is a market survey to be used for informational planning purposes only and shall not be construed as a Request for Proposal (RFP), nor is the Government obligated to issue an RFP. The US Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The government is not obligated to notify respondents of the results of this survey. As the drawings are not provided as an attachment to this sources sought notice, the technical data package (TDP) for this sources sought notice and any resulting contract must be requested. Some of these documents are distributed only under the authorized U.S. Government Agencies and their contractors; therefore disclosure and use of these TDP documents are restricted by the Non-Disclosure and Non-Use Agreements that the offeror will be required to execute prior to receipt of the TDP. To obtain a copy of the restricted TDP documents, a prospective offeror must sign a non-disclosure agreement, which is attached to this solicitation. After receipt and approval of the Use and Non-Disclosure Agreement for Government Technical Data, a copy of the TDP documents will be e-mailed to you.
