- Request for Information (RFI) RFI-NASS-001-2012 INTRODUCTION The Federal Bureau of Prisons (BOP) is conducting a Request for Information (RFI) in accordance with FAR 15.201 (e). The Government does not presently intend to award a contract. The RFI is issued soley to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to the RFI are not offers and cannot be accepted by the Government to form a binding contract. Furthermore, the BOP will not accept unsolicited proposals. The RFI does not commit the Government to contract for any supply or service whatsoever. Responders to this RFI are advised that the BOP will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. BACKGROUND The BOP is seeking information relating to the procurement of satellite or cable services to support 116 approximately Federal institutions located in the United States, including Hawaii and Puerto Rico. The services would be for the inmate population. In an effort to standardize satellite or cable programming at all institutions, services should be available to all sites and have the capability to screen and/or block R, X, NC-17 and TV-MA content. A standardized contract for services across the BOP can significantly reduce service pricing and provide consistent programming nationwide. The NAICS assigned to this RFI is 515210. DESCRIPTION OF INFORMATION REQUESTED All contractors who can provide this type of service are invited to respond to the requested information. Please answer the following questions and explain how your company could meet the BOP's need for satellite services. 1 What are the start up cost? 2 Who supplies the equipment? 3 If the equipment is rented, how much does it cost monthly, quarterly, yearly? 4 What is the cost per connection? 5 Can the satellite service cover the entire United States? If not, what specific areas? 6 Does your company include the equipment which will provide for blocking R, X, NC-17 programming? 7 What channels will be offered in a satellite package? 8 Will family channels be offered in a satellite package? 9 Does your company offer substitution of a channel? 10 Does your company offer Hispanic channels as part of the line-up in the satellite package? 11 Will your company service the satellite service when units break down and need repair?
