- The Department of Veterans Affairs, SAO West, NCO 19 RMAC, intends to award a simplified acquisition Firm Fixed Price task order under the Federal Acquisition Services Schedule 70 SIN 132-51 Information Technology (IT) Professional Services contract to LRP Publications for use of their proprietary 'cyberFEDS on the Web' electronic legal research subscription database for twenty-one (21) user licenses throughout the VISN-19 Medical Facilities' Human Resources Departments, plus training/technical assistance over a period of performance of 12 consecutive months. LRP Publications, 747 Dresher Road, POB 980, Horsham, PA 19044, is the exclusive source for cyberFEDS on the Web. The database cyberFEDS on the Web exclusively offers Quick Start Guides (QSGs), Summaries of Case Decisions and Arbitration Awards, Case Index Numbering System, Forms Library, Arbitration Awards, MSPB Decisions, Pay and Benefits Civilian Personnel Decisions, Comptroller General Non-Labor Decisions, and Federal Employee Ethics Decisions. The product would provide VISN-19 personnel documents, classification/qualification library (including FPMs), EEO library (EEOC), Labor Relations Library (FLRA and arbitration awards), Employee Relations Library (MSPB), Pay & Benefits Library (Comptroller General), Workers' Compensation Library, Forms Library, News Archive, Online Conferences, Online User's Guide, Quick Start Guides, Checklists Plus+, A guide to Federal Labor Relations Authority Law and practice, by Peter Broida, A Guide to Merit Systems Protection Board Law and Practice, by Peter Broida, A Guide to Federal Sector Equal Employment Law and Practice, by Ernest C. Hadley, and cyberFEDS Workers Compensation Library on the web. The North American Industry Classification System (NAICS) code for this acquisition is 519130. The corresponding SIC code is 2721. The small business size standard is 500 employees. The statutory authority for pursuing this action on a sole source basis is FAR 8.405-6(b)(1) under the authority of Section 201 of the Federal Property and Administrative Services Act of 1949 (40 U.S.C. 501). All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional notice will be published. Any such solicitation will be issued to LRP Publications, Inc and all firms that respond to this notice. If no affirmative written response is received within 5 calendar days after publication of this notice that a comparable source is available an award will be issued as above. The specific period of performance is unknown at this time. All prospective offerors must have a Commercial and Governments Entity (CAGE) code and must be registered with the Central Contractor Registration (CCR) as prescribed in FAR 52.204-7 in order to receive award.
