Request for Information (RFI) COBO-001-2012 The Federal Bureau of Prisons (the "Bureau"), Central Office Business Office ("COBO") is issuing a Request for Information for market research purposes only, and not as a solicitation. Responses to this notice are not quotes, and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses incurred in connection with responding to this RFI, and responses received by the Government shall not be returned. The Bureau is releasing this RFI to ascertain if there are any small businesses firms that are able to fulfill the obligations associated with a Firm-Fixed-Price/Requirements type contract to provide lodging, meals, meeting facilities, and ground transportation for training participants in pre-scheduled training programs to be held by the National Institute of Corrections at the National Corrections Academy, Aurora, Colorado. It is requested that any small business firm responding to this RFI highlight to the Bureau any special status (i.e. woman owned business, minority owned business, SBA certified 8(a) designation, etc.) that it may have. Accommodation of Training Program Schedule Any responder must be able to accommodate all of the training programs that may be conducted by the National Institute of Corrections Academy during the term of a contract that would encompass a base period of six months commencing April 1, 2012 and ending September 30, 2012, and up to four successive one year options. The training schedule for each year of the contract will be estimated during the preceding year. Location The lodging facility used by the responder must be located within 10 miles of the National Institute of Corrections Training Center, located at 11900 East Cornell, Aurora, Colorado 80014, and must be able to have the required number of single occupancy sleeping rooms and access to an immediately proximate food service facility capable of providing he required meals. Single Occupancy Sleeping Rooms The lodging facility must have a minimum total of 110 single occupancy rooms that would be available for NIC Academy events, each furnished with a bed, a bathroom and a table or desk sufficient for the occupant to do evening study and course exercises. In addition to participant rooms, the lodging facility must have at least five additional single rooms available for out-of-town trainers at each training event. Accessibility/Ground Transportation The responder must be prepared to provide complimentary shuttle service between the Denver International Airport and the lodging facility for each event participant. The responder shall also be responsible for providing round trip ground transportation between the lodging facility and NIC's training center at the National Corrections Academy in Aurora, Colorado. This requirement must be sufficient to accommodate as many as 110 participants and trainers per day. Other Lodging Facility Requirements and Amenities The selected lodging facility should include customary amenities such as recreation facilities, a fitness center, wireless Internet accessibility, etc. available for participant use. Meeting Rooms The lodging facility must be able to provide meeting rooms for occasional NIC training events. Ideally, one large meeting room (minimally 1,200 square feet) will be available on an as needed basis, and between one to three smaller rooms (minimum 320 square feet each) will be available. When such space is needed, the contractor will be provided a minimum of 30 days' advance notice. Contractor shall provide coffee, tea, and water service for the meeting rooms in these instances. Meals The lodging facility needs to be able to provide Participants with two daily meals (breakfast and evening dinner), to include at least two hot entree choices per meal. The facility should have some flexibility in the type of meal service to be provided - sit down service, buffet, or cafeteria - as well as few restrictions on meals (times, locations, etc.) imposed by the facility. In compliance with applicable rules and protocols, the facility must be willing and able to accommodate special dietary needs (vegetarian, diabetic, religious, etc.). Participant Package Rate All responders shall provide an estimated single price per day for the services identified (the "Participant Package Rate") that covers the cost, per participant, of lodging, meals, transportation to and from the airport upon arrival and departure, transportation to and from the NIC training facility each day of the training event, and an apportionment of conference/meeting space costs. Responses are to be submitted on the attached form. Contract Type A firm-fixed-price/requirements contract consisting of one six (6)-month base period and four 12-month option periods is contemplated. The quantities for each period are estimates and may vary, depending on circumstances surrounding some events. The contractor will be paid only for the actual number of participant days used. The BOP reserves the unilateral right to exercise any and/or all options. Base Period The base contract period of performance is anticipated to be April 1, 2011 through September 30, 2012. Estimates for this period are 2,250 "participant days," of which it is anticipated that all will be single-occupancy days, 862 round trips between the airport and lodging facility, and 2,155 individual passenger trips between the lodging facility and the NIC Academy. NON-CONTRACT PARTICIPANTS: Accommodations for approximately 5-10 individuals per event will be required in addition to the contract participant days. These individuals will be responsible for paying for their lodging and meals. Option Period I Anticipated contractual period - October 1, 2012 through September 30, 2013, with estimates as follows: 30 training events over a period of 12 months; 862 participants, totaling about 4,500 "participant days," of which it is anticipated that all will be single-occupancy; Option Period II Anticipated contractual period - October 1, 2013 through September 30, 2014, with estimates as follows: 30 training events over a period of 12 months; 862 participants, totaling about 4,500 "participant days," of which it is anticipated that all will be single-occupancy. Option Period III Anticipated contractual period - October 1, 2014 through September 30, 2015, with estimates as follows: 30 training events over a period of 12 months; 862 participants, totaling about 4,500 "participant days," of which it is anticipated that all will be single-occupancy. Option Period IV Anticipated contractual period - October 1, 2015 through September 30, 2016, with estimates as follows: 30 training events over a period of 12 months; 862 participants, totaling about 4,500 "participant days," of which it is anticipated that all will be single-occupancy.
