- The General Services Administration (GSA) New England Region, Acquisition Branch North Service Center is issuing this Invitation for Bids (IFB) for Montpelier Cooling Towers Replacement, VT. This procurement is a 100% Set-aside for Small Business Services. The estimated cost range is between $250,000 and $500,000. The NAICS code for this service is 238220 (Plumbing, Heating, and Air-Conditioning Contractors).The Small Business Size standard is $14 MILLION. This project includes the replacement of the existing forced draft cooling towers located at the basement mechanical room with new units. It also includes the removal of existing and the installation of new condenser water pumps, chemical treatment system, and associated piping/ductwork. New VFD's (provided by the construction contractor) shall be installed for the cooling tower condenser water pumps.
