- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative website to use when FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command (NAVSEA). The Naval Sea Systems Command (NAVSEA) intends to award a sole source contract to Allen-Vanguard Technologies, Inc. located at 2400 St. Laurent Boulevard, Ottawa, Canada, for the procurement of Multi-Diver Heating & Cooling System (MDHCS) for Wet Submersible testing and evaluation support services, subsequent redesign on existing prototypes, and an option to for up to (2) production ready units. This contract will be awarded pursuant to DFARS 206.302-1 (b) DoD Foreign Comparative Testing Program. Allen-Vanguard Technologies, Inc. is the only known company which currently possesses the necessary knowledge of design and operational requirements and has the technical capability to perform the work described herein in the time frame required to meet the Navy ™s operational needs. The period of performance for this contract will be twenty-four (24) months from contract award. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
