Description
CONTRACTING POC: Susan Newby (susan.f.newby@usace.army.mil); (206) 764-6754 ALTERNATE POC: Kevin Mulvihill (kevin.t.mulvihill@usace.army.mil); (206) 764-6805 It has been determined that competition will be limited to 8(a) firms located within the Washington State geographical area serviced by the SBA Seattle District Office, and other 8(a) construction firms with a bona fide place of business within the Washington State geographical competitive area, and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. Joint Venture Agreements - Joint Venture Agreements are allowable on competitive 8(a) set-asides and must be received by SBA prior to cost proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project you must advise your assigned Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF BID. The Seattle District Corps of Engineers has a requirement to Construct standard design Small Tactical Equipment Maintenance Facilities (TEMFs) on Joint Base Lewis-McChord (JBLM) at two different sites. At the North TEMF Site, construct one Small TEMF (approximately 18,160 sqft), one Organizational Storage Building (approximately 6,000 sqft), one POL storage building (approx 600 sqft), one HAZMAT Storage Building (approximately 600 sqft), and concrete organizational vehicle parking (approximately 45,000 sqyd). At the South TEMF Site, construct one Small TEMF (approximately 18,160 sqft), one Organizational Storage Building (approximately 6,000 sqft), one POL storage building (approx 600 sqft), one HAZMAT Storage Building (approximately 600 sqft), and concrete organizational vehicle parking (approximately 19,135 sqyd). The construction costs of this project will be subject to the disclosure of the magnitude of construction project, Department of Defense Federal Acquisition Regulation (DFAR) 236.204, between $10,000,000 and $25,000,000. The NAICS code for this project is 236220 with a small business size standard of $33.5M. The solicitation will be a Bid-Build competitive Invitation for Bid (IFB) in accordance with procedures outlined in Federal Acquisition Regulation (FAR) Part 36.213 entitled "special procedures for sealed bidding in construction contracting." Firms that wish to be considered may provide price bids in accordance with instructions in the solicitation. The submittals will be evaluated utilizing the processes defined in FAR Part 14. A firm-fixed price contract will be the result of the solicitation. As previously stated, this project is set-aside for 8(a) firms.
