- This is a market research, sources sought announcement only-solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment from the Government. The Department of Veterans Affairs, VISN 2 VA Healthcare Network Upstate New York requires Veteran Outreach Services to include, contacting (via telephone) a pre-established list of active and prospective veterans to solicit their involvement in a variety of healthcare programs and initiatives including, but not limited to, MOVE/Weight management, Eligibility and enrollment - general as well as specific initiatives, Scheduling appointments and related follow-up activity, Updating health records and Benefits. In support of the outreach services, the selected contractor will also track, report and measure the outcomes of the outreach services. This will include, number of veterans contacted, participation rates, outreach efficiency and effectiveness, results of periodic veteran satisfaction surveys, improvement rates for participation in various initiatives and programs, quality assurance rates for the outreach services, and usage rates associated with new service and program offerings. A Government proposal to provide this service is being considered, and a contract may or may not result. Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Specifically, we are seeking information on businesses who are Service Disabled Veteran Owned Small Businesses (SDBOSB) or Small Business Concerns who offer the services previously described. Should there be a sufficient number of concerns available to compete this procurement the VISN 2 Contracting Activity intends to issue a solicitation as Small Business or SDVOSB Set-Aside procurement. Only concerns that are Small Businesses or SDVOSB should provide information (not to exceed one page) regarding their experience and capabilities to Jeanette Crooks, Contracting Office via e-mail at Jeanette.Crooks@va.gov by December 22, 2011.
