- NASA/ARC has a requirement for securing high-performance networking services tosupport High End Computing (HEC) network traffic between NASA Ames Research Center (ARC)and NASA Jet Propulsion Laboratory (JPL) and maintaining high performance peering insupport of both HEC and agency Office of the Chief Information Officer (OCIO) advancednetworking efforts.Scope of the requirement:The high performance networking service that is being sought has several components: Corporation For Education Network Initiatives In California (CENIC) Membership: -Enables NASA to the ability to exchange traffic between NASA and CENIC associates(Caltech, Stanford, UC campuses, SDSC, USC, some K-12 schools in CA, etc.) at a rate of10 Gbps via CENIC HPR -Provides NASA with a diverse backup 1 Gbps to the primary 10 Gbps HPR connection -Ability to purchase use of CENICs commodity ISP services which include: Williams Communications Services, LLC Qwest Communications International, Inc. Level 3 Communications, Inc. -Access to CENIC peers -Ability to buy additional waves on the CENIC network at attractive prices Pacific Wave Membership: -Enables NASA to leverage a distributed peering network in Sunnyvale, CA, Los Angeles,CA and Seattle, WA -Provides NASA with a shared 10 Gbps peering connection to the access the Pacific Wavepeers Six pairs of dark fiber and maintenance on them from the Ames Gateway building (N254)to the Sunnyvale, CA Level 3 Communications co-location facility at 1360 Kifer and 1380Kifer Rd. Dedicated 10 Gbps wave to enable NASA to send traffic between the Level 3 Communicationfacility in Sunnyvale, CA and Los Angeles, CA Co-location: 1 rack and power in the Sunnyvale, CA Level 3 Communications building 1360 Cross-Connects -Reduced pricing for cross-connects in the Level 3 Communication facilities inSunnyvale, CA, and Los Angeles, CA -Cross-connect between two Level 3 Communications buildings (1360 and 1380) inSunnyvale, CA.NASA/ARC intends to acquire the services from:Corporation For Education Network Initiatives In California CENIC)16700 Valley View Ave STE 400, La Mirada, CA 90638-5830.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. PT on12/19/2011. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
