Description
This is a SMALL BUSINESS SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), veteran-owned small businesses, services-disabled veteran owned small businesses, HUB Zone small businesses, small disadvantaged businesses, and women-owned small businesses) having the capability to provide content for NIDA Notes and prepare for publication on a government web site. NIDA Notes is a publication produced by the National Institute on Drug Abuse. The goals of the publication are to report advances in the drug abuse field; improve the knowledge base among clinicians, researchers, administrators, and policy makers; educate professionals who encounter drug abuse issues in the course of their work to understand the scientific principles of drug abuse, its prevention and treatment and inform the public about important new knowledge and NIDA actions and initiatives. The project is journalistic in nature, requiring basic knowledge and continuous monitoring of progress in drug abuse research and its subfields (including epidemiology, prevention, clinical treatment, health services and basic research) through both the published peer reviewed literature and the maintenance of contacts with NIDA staff and persons in the field. NIDA Notes will be entirely an internet publication after December 2011. The main tasks include efficient execution of all content production steps including: topic generation and management of a topic identification and approval process prior to writing; researching, writing, editing articles; managing a review and clearance process for completed articles; provision of appropriate graphics to illustrate articles and enhance understanding and attractiveness; and delivery of completed article contents with metadata to NIDA’s Webmaster for posting. The annual quantity of material produced and delivered shall include but not be limited to the following: 26 Research Findings; 5 NIDA Director’s Columns, 26 Research-in-Brief-style items; 26 short (approx 200 words) “Update” items; 5 graphics-based features; a glossary of scientific terms used in NIDA Notes and a masthead page (see past NIDA Notes issues for examples of article types). Content is to be delivered on a weekly basis to maintain the dynamism of the site. Plain language, accuracy, clarity, concision, and readability are the defining characteristics of the writing and graphics in NIDA Notes. Other capabilities required for the project includes: (1) Supplying keywords and internal linking (e.g., NIDA Notes content and related NIDA Notes or other NIDA web contents), external linking (e.g., between NIDA Notes content and source materials for reports, or illustrative material on university websites), and social media to amplify the appeal and educational value of NIDA Notes content; (2) Arranging, publicizing, and moderating at least five (5) Web exchanges between readers and NIDA-funded scientists per year; (3) Maintaining and expanding the NIDA Notes subscriber email list and using it to regularly (6 times per year) notify subscribers of new content and to occasionally notify subscribers of NIDA news and events (e.g., meetings, opportunities for Web exchanges with scientists); (4) Tracking reader responses to NIDA Notes and on an ongoing basis, conceiving, proposing, and executing electronic and other marketing and outreach strategies to increase the number of NIDA Notes email subscribers, amount of traffic to the NIDA Notes site, and the utilization of NIDA research published in NIDA Notes in research, clinical, education, and policy-making contexts; (5) Suggesting changes and enhancements to continuously improve NIDA Notes’ editorial processes, quality, mission appropriateness, audience, and its’ interest and usefulness to its audience. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed that demonstrates the ability to perform the above stated tasks; (2) Personnel: Name, professional qualifications and specific experience of technical personnel. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted should be provided. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate the interrelated tasks in an effective and timely manner. Documentation may include, but not limited to, contracts both Government and commercial that the organization has performed, references, i.e., names, titles, telephone numbers and any other information which would serve to document the organizations capability, e.g., awards, commendations, etc. AT THIS TIME, THE NIDA SS/SA IS ONLY REQUESTING CAPABILITY STATEMENTS FROM SMALL BUSINESSES. This is not a request for proposals. The Government neither intends to award a contract based on responses under this announcement nor otherwise pay for the preparation of any information submitted for the Government’s use. Interested organizations submitting a capability statement in response to this sources sought announcement must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) DUNS number, 5) business size and type of small business (e.g., 8(a), HUBZone, etc.) pursuant to the applicable NAICS code and 6) capability information in response to the requirement.. Respondents are requested to provide the capability statements in pdf format and email the statements to larochek@mail.nih.gov by December 19, 2011, 2:00 p.m. Statements should not exceed 50 pages. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
