- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911W4-12-R-0001 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54. This competitive acquisition is 100% set-aside for SBA 8(a) concerns only and eligibility to participate may be restricted to firms in either the developmental stage or the developmental and transitional stages. The associated NAICS code is 541611 and the small business size standard is $7 million. The solicitation is attached. The contract line item numbers are: CLIN 0001, Labor, Dollars, U.S., Firm Fixed Price. Extended description: Program and Acquisition Support Services. Period of Performance: 16 February 2012 through 15 February 2017. CLIN 0002, Other Direct Costs, Dollars, U.S., COST. Extended description: Travel- Each task order will provide a plug amount to cover travel, if required on a cost basis for the offeror to propose. All travel shall be in accordance with FAR 31.205-46. Period of Performance: 16 February 2012 through 15 February 2017. CLIN 0003, Data, Dollars, U.S., COST. Extended description: Data shall be delivered within the pricing constraints of CLIN 0001 Labor as established in the individual task orders. Period of Performance: 16 February 2012 through 15 February 2017. CLIN 0004, Manpower Reporting Requirement, Dollars, U.S., COST. Extended description: Price associated with the input of the Accounting for Contract Services information in the Website operated and maintained by the Assistant Secretary of the Army (Manpower & Reserve Affairs) IAW Section "H.17 MANPOWER REPORTING REQUIREMENTS/ ACCOUNTING FOR CONTRACT SERVICES." Period of Performance: 16 February 2012 through 15 February 2017. The period of performance shall be a 5-year ordering period at the IDIQ contract level with individual task order(s) with periods of performance of 1-year that may contain options of up to 4 years. Inspection and acceptance is FOB destination. Provisions and clauses that pertain to this requirement are in the attached solicitation. The Government plans on award of a single IDIQ contract to the responsible offeror whose offer conforms to the requirements as stated in this synopsis/solicitation and is most advantageous to the Government based on the best value continuum using the tradeoff process. Proposals are due 9 January 2012, 11:00 A.M.; EST. Responses/offers shall be submitted as directed in the attached solicitation. Questions and requests for clarification concerning this RFP are due 10 days from the release of the RFP. Questions received after the ten-day window may not be included in the Government response. Any amendment(s) issued to this RFP will be published on this website. Therefore, it is the Offeror's responsibility to visit this website for amendments on this synopsis/solicitation.
