Enclosure No. 4 - Pricing Proposal Enclosure No. 2 Evaluation Criteria Statement of Work Enclosure No. 1 - Instructions Pre-Award Information The following mandatory criteria will be used to evaluate the merit of the proposals in response to the statement of work. The instructor must have the credentials to test and certify a student's language proficiency at the Oral Proficiency Interview through the American Council of Teachers of Foreign Languages. The instructor must possess an advanced degree in linguistics and have completed 15 or more years of teaching languages at the university level in North America. The instructor must be able to teach the Russian language at all proficiency levels in English. The instructor must be able to teach the French language at all proficiency levels in English. The instructor must be able to teach the Polish language at all proficiency levels in English. The instructor must be able to teach the German language at all proficiency levels in English. The instructor must be able to teach Russian, French, Polish and German languages interchangeably at all proficiency levels. For example, the instructor must be able to teach the French language in Russian. One individual must provide all requirements set forth in the Statement of Work. The following is the contents of the Appendix B Statement of Work dated December 7, 2011: Classes will include both private lessons and group instructions. Classes will be offered at Argonne National Laboratory, Suite 6000 955 L'Enfant Plaza, Washington, DC 20024. Classes will be offered during regular business hours, 8:30am -5:00 pm. Argonne National Laboratory will provide copying services and fax machine onsite for use by the instructor at no charge. Foreign language text books will be provided by Argonne National Laboratory. The instructor will provide to the Laboratory foreign language DVDs as part of the curriculum. The instructor shall be willing to spend one Saturday during the class-year organizing a tour, for example, to the Hillwood Estate, Museum, and Gardens to discuss the Russian historical significance of items contained therein. Contractor will provide foreign language courses for Federal and contractor professionals designed to improve the ability of personnel to communicate with their foreign counterparts and to reduce their dependence on interpreters in both official and unofficial capacity and in technical and non-technical discussions. Programs requiring this support include the Material Protection, Control and Accountability Program, the Highly Enriched Uranium Transparency Program, and other National Nuclear Security Administration (NNSA) programs. RUSSIAN CLASSES TAUGHT IN ENGLISH* The following Russian group classes will be offered: Group Introductory Russian for Professionals: Students will be introduced to the basics of the Russian Language, including but not limited to the alphabet, basic verb conjugation patterns, and the case system. Students will be prepared to read simple Russian texts and to hold basic conversations. Classes may be scheduled 1 hour each week for 50 weeks each year. Group Fundamental Russian I for Professionals: This course is designed for students with a basic knowledge of Russian, typically achieved by completing the introductory course or its equivalent. This course provides further development of skills in reading, writing, and vocabulary. Classes may be scheduled 1 hour each week for 50 weeks each year. Group Fundamental Russian II for Professionals: This course is designed for students with a basic knowledge of Russian, typically achieved by completing the Fundamentals I course or its equivalent. This course provides further development of skills in reading, writing, and vocabulary. Classes may be scheduled 1 hour each week for 50 weeks each year. Group Intermediate / Upper Intermediate Russian for Professionals: This course builds on the foundation that has been developed and prepares students for the Advanced level. New subtleties of the Russian language are introduced to provide an in depth understanding of the language. Grammar is reviewed and expanded. Students are introduced to authentic articles and films from the Former Soviet Union (FSU). Classes may be scheduled 1 hour each week for 50 weeks each year. Group Advanced Political and Technical Russian for Professionals: This course is designed to maintain and improve the student's Russian language proficiency. Students have typically completed the Upper Intermediate course or comparable course work. Since this course is taught to NNSA staff, the instructor should have an excellent command of words and phrases used in discussing nuclear nonproliferation issues. Classes may be scheduled 1 hour each week for 50 weeks each year. The following Individual Russian classes will be offered: Group Make up classes: In addition to group classes, individual classes may be scheduled for students unable to attend the group sessions. The number of hours per week will vary but will likely not exceed 6 hours per week. Russian Language Immersion Classes: The instructor will also offer Russian Language Immersion Classes. These classes are designed to maintain and improve the student's Russian language proficiency and are held one-on-one. Each lesson will typically last 1 or 2 hours and will be scheduled at least once a week for as long as the student requests. Students preparing for long-term assignments in the American Embassy or Consulates in the Russian Federation may need to schedule lessons more than once a week. The class times will be scheduled between the student and the instructor. It is expected that the hours for the Immersion classes will not exceed 12 hours per week. It is possible that immersion classes will be offered using Argonne National Laboratory's televideo conferencing equipment (such as Adobe Connect) to Argonne staff in Illinois. OTHER FOREIGN LANGUAGE CLASSES (Including French, German, and Polish) TAUGHT IN ENGLISH* Foreign Language Immersion Classes: The instructor will also offer Foreign Language Immersion Classes. These classes are designed to maintain and improve the student's foreign language proficiency and are held one-on-one. Each lesson will typically last 1 or 2 hours and will be scheduled at least once a week. Students preparing for long-term assignments in American Embassies and Consulates abroad may need to schedule lessons more than once a week. The class times will be scheduled between the student and the instructor. It is expected that the hours for the Immersion classes will not exceed 8 hours per week. FOREIGN LANGUAGE CLASSES (Including Russian, French, German, and Polish) TAUGHT IN LANGUAGES OTHER THAN ENGLISH* In addition to foreign classes taught in English the instructor will offer Foreign Language Immersion Classes in languages other than English. These languages include Russian, French, Polish, and German. For example, the instructor must be able to teach French in the Russian language and teach Russian in the French language. These classes are designed to maintain and improve the student's language proficiency and are held one- on-one. Each lesson will typically last 1 or 2 hours and may be held once a week. Students preparing for long-term assignments for NNSA abroad in American Embassies or Consulates may need to schedule lessons more than once a week. It is expected that the hours for the Immersion classes will not exceed 8 hours per week. *A cumulative average of 7-18 hours of teaching is anticipated per week. Group classes will be scheduled between the students and the instructor. Since many of the students travel extensively, class times can vary week to week. The instructor will be paid only for the hours worked; no minimum number of group classes is guaranteed over the course of a year. If students are unable to attend a scheduled group class, no payment will be made. In addition to group classes, individual classes may be scheduled for students unable to attend the group sessions or students taking immersion classes. The instructor will be paid only for the hours worked; no minimum number of individual makeup classes or immersion classes is guaranteed over the course of a year. If a student is unable to attend the scheduled make up immersion class, no payment will be made. The instructor shall be able to help students enroll in appropriate language immersion classes (based on language skills and goals) taught in other countries.
