Description
This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Honolulu District is performing market research for the following potential construction requirement: History: A 53-mile long road encircles the island of Babeldaob, the largest of Palau's more than 300 islands. The construction of that 53-mile long road was funded by the United States through the Compact of Free Association Agreement between the U.S. and the Republic of Palau. The road was completed and conveyed to the Palau government on Oct. 1, 2007. Sections of pavement have been damaged as a result of heavy rains. Project description: This requirement may be awarded as a firm-fixed price construction contract. The project magnitude is between $2,000,000 and $7,000,000. The project is fully designed. The construction contract intended is for the replacement of 2 failed road embankments: 1) covering approximately 150m x 50 m, and requires two new culverts with inlet and outlet structures and new pavement; and 2) covering approximately 65m x 100m. The purpose of this sources sought synopsis is to determine interest and capability of potential qualified businesses relative to the North American Industry Classification code (NAICS) 237310 (Highway, Street, Bridge Construction). To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. Respondents should also consider the isolated geographical location of this project - The Republic of Palau is located approximately 800 miles from Guam. Substantial mobilization efforts and transportation costs should be taken into consideration. Potential offerors should be aware of the annual rainfall and average number of rain days per month in Palau. Construction Contracts awarded by the Army Corps of Engineers require compliance with EM 385-1-1 Safety Manual. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYSNOPSIS (1) Your intent to submit a proposal for this project if it is formally advertised (2) Name of firm with address, phone and point of contact. Indicate whether or not your firm is a U.S. firm or a foreign firm (3) If available, CAGE Code, DUNS number or a copy of your Central Contractor Registration (CCR) information (4) Size of firm, in terms of annual income (5) Firm's Bonding Capability and Capacity, in terms of U.S. dollars (performance and payment bonds will be required) (6) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in performing road construction or road repair involving earthwork of at least 26,000 cubic yards. Describe, up to three (3) past projects for which your firm was the prime contractor, and where at least one of those projects was performed outside the US and its territories. The SOC shall not exceed three (3) pages in length. Firms responding to this sources sought synopsis, that fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
