The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma, has a requirement for Commercial Communication Services. The contractor will be required to provide a comprehensive set of local exchange access services, analog and digital access transport services which include Primary Rate Interface (PRI), Direct Inward Dial (DID) services, T1 lines both full and fractional and Off Premise Stations (OPXs). The Contractor shall provide all transmission facilities, equipment, materials, maintenance, test equipment, and design layout needed to perform and provide local access and transport services and functions at the designated demarcation point(s). These services shall include any special items, equipment, wiring or infrastructure to ensure the Contractor's proposed solution is compatible with the government's current infrastructure. The primary or main demarcation point at the MMAC is located at 6500 S. MacArthur Blvd, Oklahoma City, Oklahoma, 73169. It is located in the Aviation Records Building (Building 22), Room B24. A secondary demarcation point was established in 2004 for diverse routing and disaster recovery purposes. The address of the second demarcation point is 6500 S MacArthur Blvd-LOC-Bldg. 215, Oklahoma City, Oklahoma 73169. It is located in the TSF Building (Bldg 215), Room 133. Telecommunications services for this requirement will terminate in both locations. The FAA also provides and supports Local Exchange Carrier (LEC) services at several locations which are not physically located at the MMAC. Additional demarcation points exist at 3601 Thomas Road, 6601 Southwest 74th Street and 55 North Robinson Avenue, all in Oklahoma City, Oklahoma. Requirements are defined further in the Statement of Work (SOW), Attachment 1 to the SIR/RFO. The Statement of Work (SOW) is provided as a separate document under this Announcement/Screening Information Request/Request for Offer (SIR/RFO). This requirement is available for competition among all qualified vendors. The North American Industry Classification System (NAICS) code is 517110. A MANDATORY pre-proposal conference/site visit has been scheduled for 10:00 a.m. CST, Monday, December 19, 2011, at the Mike Monroney Aeronautical Center, 6500 South MacArthur Blvd., Oklahoma City, OK. in Room 306 of the Multi-Purpose Building. The site visit will be held for the purpose of clarifying the requirement, permit general discussions regarding this Screening Information Request/Request for Offer (SIR/RFO), and a guided tour of the facility. See SIR/RFO, Section L, Provision 3.8.2-9 for more information regarding the pre-proposal conference. It is anticipated that an Indefinite-Delivery/Requirements type contract with firm-fixed-pricing arrangements will be awarded as a result of this solicitation. The contract will consist of one 1-year base period, plus four 1-year option periods. A technical, as well as cost, evaluation will be conducted to make an award decision based on a Lowest-Price/Technically Acceptable evaluation. A description of the technical submittal and subsequent evaluation can be found in Sections L and M of the Screening Information Request/Request for Offer (SIR/RFO). ANY QUESTIONS REGARDING THIS SIR/RFO MUST BE RECEIVED PRIOR TO DECEMBER 29, 2011 FOR ANSWERS TO BE PROVIDED BEFORE THE PROPOSALS ARE DUE. All questions should be sent to the Contracting Officer at connie.m.houpt@faa.gov. Contractors must be registered with the Central Contractor Registration, www.ccr.gov on the date established for receipt of offers, January 5, 2012. Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror." In addition, all contractors shall complete and return the Business Declaration Form with their proposals. The form is provided as a separate document under this announcement. Technical, as well as cost, proposals must be received by the FAA, Customer Service Desk (AMQ-100), 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169, no later than 2:00 p.m. CST, January 5, 2012. Proposals shall be delivered to Room 313 of the Multi-Purpose Building located at 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Proposals must be sealed and labeled as follows: SIR/RFO No. DTFAAC-12-R-00220; due 2:00 p.m. CST, January 5, 2012. As multiple copies of technical proposals are required, PROPOSALS MAY NOT BE SUBMITTED ELECTRONICALLY. All deliveries; e.g. hand-delivery, overnight, etc., will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. 10:00 a.m. delivery to the MMAC Screening Facility does not guarantee 2:00 p.m. delivery to the AMQ Customer Service Desk. Any responses received after 2:00 p.m. CST, January 5, 2012, will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. If all requested information is not furnished, the vendor's response may be determined ineligible. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
