Description
Written response is required Duration of Contract Period: 4 Years 1. Estimated issue date and estimated closing/response date: A solicitation will not be issued for this requirement. The intent of this pre-solicitation notice is to advertise the repair of this Circuit Card Assembly and accept statements of capability from contractors believing they could satisfy this requirement. The Government intends to add this requirement in accordance with a "add/delete NSN" clause to existing contract FA811911D0006 awarded to Raytheon Company. 2. PR#: FD20301236066 3. Service/Spare/Repair/OH: Repair 4. AMC: 3 5. Item: Circuit Card Assembly 6. NSN: 5998015810562FW 7. PN: 5199050-55 8. Description: Provides all power forms to the array drive, it is commanded by the PCM. Provides overcurrent, overvoltage, undervoltage and thermal protection. Provides one thermal fault signal for XPM to the PCM. Provides a valid signal to the PCM. 9. Total Line Item Quantity: Best Estimated Repair Quantity: Year 2: 4 each Year 3: 4 each Year 4 (Option Year 1): 4 each Year 5 (Option Year 2): 4 each 10. Application (Engine or Aircraft): B-2 Aircraft 11. Destination: In Accordance with PMS Instructions 12. Delivery: 2 each every 90 days 13. Qualification Requirements: None 14. Export Control: Yes 15. UID: Note to Contractor: If unit price exceeds $5,000 then UID requirements will apply. 16. Mandatory Language: One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all capability statements received prior to 21 December 2011 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
