- Description
- The Robley Rex VA Medical Center in Louisville, Kentucky has a requirement for an Architectural/Engineering firm to provide design and construction period services for the renovation of Building 19 to the medical center. Scope of Work includes, but is not limited to bringing building 19 facility systems in compliance with existing building and life safety code requirements, to include an elevator. Building 19 is a two story structure approximately 4800 square feet. The finished renovation shall meet LEED Silver certification. The design shall include a phased plan for relocating functions, staff and storage displaced by the project during construction. Design shall include the preparation of complete drawings and 3-D animation in AutoCAD 2009 or other format upon agreement with the VA. Specification documents shall be in 2004 Master Construction specification format and construction cost estimates per the Department of Veterans Affairs guidelines. The design shall include all disciplines necessary for the completion of the project. The new design shall conform to current VA standards and provide adequate facilities for VA staff. Design shall include preparation of detailed phasing plan/sequence of operation for minimum disruption of hospital operations. The design shall incorporate the principles of sustainable design and energy efficiency per VA guidelines. The A/E team shall include a certified Industrial Hygienist for the design and planning of asbestos abatement and support planning and design of infection control measures. The renovation shall be designed to meet LEED Silver standards. The LEED rating system requirements shall be used as a design guideline for sustainability. The A/E shall provide building commissioning services via a third party commissioning agent from the design planning phase through design and construction period services, as well as for one year beyond completion of construction. The third party commissioning agent shall report to the Department of Veterans Affairs Contracting Officer and shall use the National Environmental Balancing Bureau's Design Phase Commissioning Handbook as a guide to the commissioning process. At final submission, deliver the original construction documents to the Contracting Officer following all previous review comments as incorporated and approved by the Contracting Officer's Technical Representative. The construction document drawings shall bear the seal of the registered Architect, Registered Landscape Architect & Professional Engineer responsible for the design. For purpose of design and planning, the successful AE firm must comply with FAR 52.236-22 and design this project within the funding limitations. Upon award, the AE firm will be provided the estimate construction budget for this project This requirement is being set-aside for Service Disabled Small Veteran Owned Businesses in accordance with 38 U.S.C 8127 (d). NAICS code 541310 is applicable to this requirement. The small business size standard is $4.5M. Interested AE firms shall respond to this notice by 2:00pm Eastern Standard Time on January 17, 2012. Firms shall submit copies of their SF 330, indicating their capability to perform the work under this requirement. Selection criteria will be based on Professional qualifications, specialized experienced and technical competence, capacity to accomplish the work in the required time, past performance on contracts with other government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; location and knowledge of the general geographical area and locality of the project; acceptability under other appropriate evaluation criteria. Submission of information shall include 3 copies of SF330 sent to: Roxie Ann Keese, Contracting Officer Robley Rex VA Medical Center 800 Zorn Avenue, Building #3 Louisville, Kentucky 40206-1433 Interested AE firms responding to this notice are hereby informed that the responses to this notice will be evaluated according to the criteria as stated above, and the three most highly qualified firms will be short-listed for further evaluation and discussions held. Firms not short-listed will be notified that they have been excluded from further evaluation.
