- The Center for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control intends to award a sole source purchase order to the National Council on Aging (NCOA), 1901 L Street, 4th Floor, Washington, DC 20036. The authority for this sole source is FAR Part 6.302-1. The NAICS code is 813319, Other Social Advocacy Organizations. The work involved with this project is to develop a National Fall Prevention Guide to aid with capacity building, implementation and sustainability of effective strategies. The specific objective of this program is to produce a comprehensive guide based on CDC's "Preventing Falls: How to develop community-based fall prevention programs for older adults" guide, that describes evidence based fall prevention strategies, capacity building strategies, implementation and evaluation strategies, maintenance of fidelity, policy change strategies, sustainability of evidence based strategies, and resources on how to do the latter. NCOA is the only responsible source on a national organization level capable of developing the National Prevention Guide utilizing 1) existing formal relationship in place with states through present State Fall Coalitions; 2) existing funded relationship with the Aging on Administration fall prevention programming, a key partner to CDC for the dissemination of evidence based fall prevention programs; 3) national leadership to bring together experts, national and local partners, and federal agencies to develop the Guide; 4) expertise and resources required for a successful completion of the project. It is imperative to purchase services directly from NCOA to ensure successful dissemination of the Guide through the Falls Free Coalitions in the future. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the National Council on Aging. However, firms that believe they can provide these services/supplies are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by December 13, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
