- Urgent sole source to Southwest Research Institute (SwRI) Cost Plus Fixed Fee (CPFF) due to the SwRI being the only contractor to possess unique capabilities demonstated as follows: the de-paint process is a necessary part of programmed depot maintenance (PDM) for F-15s and the robotic De-Paint System's (RDS) robotic controls and software is proprietary to Southwest Research Institute. SWRI is the original equipment manaufacturer (OEM) and is the only contractor with engineers and engineering technicans trained specifically on this system who can provide the highly specialized services required. SwRI maintains proprietary data rights to both the hardware and software of the RDS. no other contractor has th experience level to provide prompt over the phone troubleshooting to support this system, or the rapid on site response coupled with an extremely comprehensive parts supply and replacement parts network.
