- Amendment 0004 Dockside Repairs to NOAA Ship OKEANOS EXPLORER Amendment 0004 is issued to cancel the solicitation in its entirety. Amendment 0003 is issued to extend the due date for receipt of offers to October 28, 2011 at 11:00 AM EDT, increase the page limitation for the Technical Proposal, and provide responses to vendor questions. A conformed copy of the Standard Form 33 and page 32 of the solicitation are also provided. Amendment 0002 to the RFP is issued to provide a revised detail specification dated 10/11/2011 attached hereto. Revisions include changing Basic Item 104, Bow Thruster Motor Overhaul, to Optional Item 308, Bow Thruster Motor Overhaul; Basic Item 105 becomes Item 104; Basic Item 106 becomes Item 105; Basic Item 107 becomes Item 106; Basic Item 108 becomes Item 107; Basic Item 109 becomes Item 108; Basic Item 110 becomes Item 109; Delete Optional Item 306, Air Conditioning Cooling Water Discharge Piping Modifications, and replace with new Item 306 entitled, Port and Starboard Water Maker Discharge Piping Modifications. A conformed copy of the solicitation that includes the changes made by Amendment 0002 is also provided. The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), has a requirement for dockside repairs to NOAA Ship OKEANOS EXPLORER (EX). The EX is 224 feet long, and her home port is Davisville, RI. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: Anti-Roll Tank Drain Piping Renewal; Fuel Piping Renewal in 4-52-0-W Ballast Tank; Ballast Tank 4-52-0-W Vent Renewal; MSD Sewage Piping Renewal; Stern Thruster Space Bilge Piping Installation; Gage and Instrumentation Calibration; Bilge Alarms Renewal; Water Heater Renewal; and Bow Thruster Padeye Installation. OPTION ITEMS: Elinca System Inspection and Anode Installation, HVAC System Cleaning; Galley Refrigerator Renewal; Waste Oil Discharge Piping Modifications; Deck Heads Renewal; Port and Starboard Water Maker Discharge Piping Modification ; and Flexible hose Assemblies Renewal; and Bow Thruster Motor Overhaul. Growth (estimated material and labor hours) will also be included in the solicitation. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 50 calendar days with a start date of December 6, 2011. This procurement is being issued on an unrestricted basis; large businesses will be required to submit a subcontracting plan. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15; The anticipated award date is November 21, 2011. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the lowest priced, technically acceptable offer. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
