- Description
- The Department of Veterans Affairs Medical Center, Martinsburg, WV has a requirement for on-going facilities construction, alterations and repair of buildings, structures and other real property. The intent of this procurement is to award an Indefinite Quantity Indefinite Delivery (IDIQ) contract for this medical center. The type of work to be performed will be general construction. A coefficient for normal working hours is required in the pricing schedule. The offeror's coefficient must contain all costs other than pre-priced unit prices and the premium for bonds. The unit prices in the 'Bare Costs' column, stated in the R.S. Means, include labor, material, and equipment costs and will be used to negotiate individual task orders after award of the contract. The term of the IDIQ contract will be for a base year from date of award through December 31, 2012 with four (4) one (1) year options to extend. The guaranteed minimum for the base year and four option periods is $25,000. Task orders will not be less than $25,000 and not more than $500,000. The total cumulative value of the IDIQ shall not exceed $4,999,999.00. The intent is to award one IDIQ contract. Technical Proposals are required to include construction management, project personnel experience, technical/management approach, past performance and schedule. The solicitation will be available for download on or about December 16, 2011. NAICS code 236220 is applicable and the size standard is $33.5M. This procurement is set aside for Service Disabled Veteran Owned Small Businesses pursuant to 38 U.S.C. Section 8127(d). this requirement will be procured pursuant to FAR Part 15 and FAR Part 36. Additional information will be available when the solicitation is issued. Facsimile and electronic submissions are NOT acceptable. All proposals will be mailed to the VA Medical Center, Martinsburg WV on teh date and time required in the solicitation. The solicitation number shall be annotated on the outside of the mailing envelope. All offerors must be 'certified' in www.vetbiz.gov prior to submission of an offer to the Government.
