Description
THIS IS BEING ADMENDED TO CORRECT THE DUE DATE OF MONDAY, DECEMBER 7TH TO WEDNESDAY, DECEMBER 7, 2011 BY 9:00a.m., EASTERN STANDARD TIME. Solicitation Number: NHLBI-CSB-(AR)-2012-033-CRS Solicitation Type: Competitive Title: Consulting services for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) NAICS: 541690/$7.0 Million The solicitation number is NHLBI-CSB-(AR)-2012-033-CRS and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-54, November 2, 2011. This acquisition is being conducted using Simplified Acquisition Procedures and will not exceed the Simplified Acquisition Threshold (SAT) of $150,000.00. This acquisition is not set aside for small business and is being conducted as Full and Open Competition. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions, COAC Services Branch, has a requirement for consulting services on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS). Background The mission of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) is to support research into the causes, treatment, and prevention of arthritis and musculoskeletal and skin diseases and the dissemination of information on research progress in these diseases. An important component of the mission of the NIAMS is to develop a wide range of documents for diverse purposes, including: information to patients and health care providers as well as internal documents that explain institute policies, procedures, and programs. Purpose and Objectives NIAMS requires consulting services for a period of one year (and two option years). Services shall include: all functions of documents development, and evaluation for a wide range of NIAMS-produced documents and reports. The contractor shall have expertise in NIAMS programs and policies, and expertise in editing/writing. The contractor will work in consultation with the Associate Director for Management and Operations, and the NIAMS staff to support the task outlines below. Tasks The services to be provided under the tasks shall include but are not limited to the following: • Review and edit documents produced by the NIAMS Office of Communications and Public Liaison and other offices of the Office of the Director (OD); • Develop documents delineating the administrative policies and procedures of the NIAMS; • Write summaries of NIAMS scientific and administrative meetings; • Develop and/ or edit documents for the Intramural Research Program of the NAIMS. • Work with the leadership and Program Directors of the NIAMS to develop and/or edit documents. • Review for accuracy a wide range of documents including Requests for Applications, Program Announcements, and Request for Proposals. • Review for accuracy Controlled Correspondence from the NIAMS Director to high level authorities in Congress as well as in the Department of Health and Human Services (DHHS). Period of Performance Hours Base Year: December 2011 - December 2012 112.50 Option Year One: December 2012 - December 2013 118.12 Option Year Two: December 2013 - December 2014 118.40 Other Important Considerations • The Successful Offeror must possess significant documented, analytical and organizational skills. • The successful Offeror must have an in-depth knowledge and expertise in large-scale Federal Health Education and Promotion programs. • The Successful Offeror must have excellent meeting and group facilitation. • The Successful Offeror must have excellent written and oral communications skills, including presentation talking points or slide development. • The Successful Offeror must have the ability to exercise judgment and work independently to prepare recommendations for the NIAMS Office of Communications and Public Liaison staff. Reporting Requirements The NIAMS Associate Director for Management and Operations will serve as the point of contact. All task, assignments, and contracting information will be coordinated between the Project Manager and Contracting Officer Technical Representative (COTR). The Project Manager will review and approve the contractors work products for completeness, accuracy, and timelines. Evaluation Criteria The contractor will have experience in development and evaluation for a wide range of NIAMS-produced documents as it relates to the science of the institute. Evaluation of successful task completion will be based on the Contractors: Technical Approach. Comprehension of the work, including creativity and thoroughness shown in planned execution of the project, use of methods and techniques for completing each task, cost savings and feasibility of approach, identification of challenges and solutions, relevant task within the past three years. (30 points) Staff Experience. Developing culturally relevant materials and messages for special population from formative research to product development to large-scale distribution and evaluation of distribution methods. (40 points) Past Performance. Familiarity with theories and models for health communications testing and dissemination, experience overseeing the process, data analysis and reporting for working groups and focus group meetings. (30 points) Quotes are due Wednesday, December 07, 2011 by 9:00 a.m., Eastern Standard Time. The award will be made based upon the technical specifications of the required products/services and delivery period in this synopsis, and to the lowest price, technically acceptable quote meeting the Government's requirements. The offerors must submit written descriptive literature of the product/service in their quote, an itemized price list and any warranties of the product quoted. The Government intends to evaluate offerors and award a contract without discussions with offerors. Therefore, the initial offer should contain the offerors best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all offers, waive informalities and minor irregularities in offers received. The offeror's must include itemized price lists of charges, complete description of services, complete address for invoice payment and purchase order delivery, prompt payment discount terms, the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and certification of business size of the company. Note: In order to receive an award from NHLBI, contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov, and ORCA https://orca.bpn.gov/login.aspx. The proposal must reference the Solicitation number NHLBI-CSB-(AR)-2012-033-CRS. All responsible sources may submit a proposal which if timely received shall be considered by the agency. Proposals must be submitted in writing to the National, Heart, Lung and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Suite 6150B, Bethesda, MD 20892-7902, Attention: Caitlin Savina.
