- This pre-solicitation notice is for the Direct Procurement Method for packing, containerization, local drayage, delivery, unpacking, storage, and related services for personal property shipments (Schedules I, II & III). The Fort Bliss, Texas Army Installation intends to solicit for DPM services that will include furnishing all personnel, equipment, facilities, supplies, services and materials, except as specified as Government furnished, for the preparation of personal property of military members and civilian employees for movement or drayage and related services. Service areas include the Texas counties of Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, Loving, Pecos, Presidio, Reeves, Terrell, Ward, and Winkler. The provisions of FAR 52.247-2, Permits, Authorities, or Franchisees, are applicable for qualification to perform services under any contract awarded for these packing and crating services. In addition, warehouses are required to be inspected by a Government representative and to have an installed fire protection system accredited by the cognizant fire insurance rating organization in order to qualify as approved warehouses. The resulting award will be a firm fixed price contract with a base year and two (2) option periods. The anticipated start date is February 1, 2012.This requirement is 100% set aside for small businesses. The NAICS code for this requirement is 484210- Used Household and Office Goods Moving and the related size standard is $25.5 million. The solicitation estimated issue date is on or about December 20, 2011. The solicitation, when posted, will only be available electronically. Paper copies will not be available. It is the responsibility of the offeror to review the Federal Business Opportunities website for notice of amendments, updates or changes to the solicitation. To be eligible for award, prospective offeror's must be registered in the Central Contractor Registration (CCR) database, under the appropriate small business category and NAICS Code. The CCR website is at http://www.ccr.gov. Prospective offeror's must also be approved by the Western Regional Storage Management Office (WRSMO) in order to compete for this requirement, POC: Mr. Thomas Lawson (925) 246-4230 WRSMO is a subordinate unit of the Surface Deployment and Distribution Command (SDDC). In accordance with the Defense Transportation Regulation, Part IV (DoD 4500.9-R), Chapter 402, Paragraph K, it is the responsibility of the Personal Property Shipping Office (PPSO) to assure that the subject Agent has the sufficient minimum storage space per carrier, equipment, and personnel for the number of carriers on file with the local Transportation office. If a local agent desires to do business with the Government they must submit a Letter of Intent (LOI) to WRSMO. WRSMO inspects the vendor's facility and approves the vendors request to be listed as a local agent to provide shipment of household good storage for the Government.
