Description
Solicitation, please sign the top sheet and submit along with your paperwork. The National Library Service for the Blind and Physically Handicapped (NLS), Library of Congress (LC), administers a free library service that loans recorded and braille books and magazines, music scores in braille and large print, and specially designed playback equipment to United States residents and citizens living oversees who are unable to read or use standard print materials because of visual or physical handicap. NLS administers the program through a network of cooperating libraries throughout the United States, and in U.S. territories. NLS offers a program for United States residents and citizens abroad providing training courses leading to Library of Congress certification of competency in transcribing and proofreading literary, music, and mathematics braille. Over the past 5 years, this program has responded to 5,667 requests for information, graded 18,837 lessons, received 2,046 manuscripts for evaluation and certified 1,176 transcribers and proofreaders. The contractor shall provide a comprehensive braille transcribing and proofreading training program for eligible United States residents and citizens residing abroad satisfying the requirements established by NLS. Transcribing and Proofreading Certificate Administration For any of the five offered categories [literary braille transcribing, literary braille proofreading, mathematics braille (Nemeth code) transcribing, mathematics braille (Nemeth code) proofreading, and music braille transcribing] the contractor will provide the following services to: All inquiring individuals Information and advice regarding eligibility requirements (Attachment 1). Eligible individuals Information and advice regarding the application process and course selection (Attachment 2). Information and advice regarding required equipment (Attachment 3). Information and advice regarding application and enrollment instructions and assistance (Attachment 4). All applicants Ensure all applications received are recorded into the automated system provided by NLS, acknowledged appropriately, processed accurately, and all requested and/or required materials are mailed to applicant within five working days. Ensure that any trial manuscript submission is evaluated by a certified transcriber and/or proofreader within 30 working days and the student is notified within 45 working days. Ensure that all trial manuscripts are recorded in the automated system provided by NLS. Ensure that results of all trial manuscripts are forwarded to NLS for certificate processing. The contractor shall provide all personnel and all materials associated with the performance of this contract, including but not limited to: labor, supervision, administration, supplies (including manuals and other training materials purchased and distributed), postage, and other services that may be necessary during the performance of this contract. NLS will only reimburse the contractor for the actual purchase cost of any materials, including manuals and other training materials purchased and distributed to applicants. The contractor shall submit copies of original invoices from the supplier indicating the actual price paid. The contractor shall employ people to work on this contract that possess a comprehensive knowledge of: Braille Braille Codes Literary Braille Transcribing Literary Braille Proofreading Mathematics Braille (Nemeth Code) Transcribing Mathematics Braille (Nemeth Code) Proofreading Music Braille Music Braille Transcribing The contractor shall employ people to work on this contract possessing interpersonal communication skills and capable of establishing and maintaining a working relationship with the NLS administrative coordinator. The contractor shall employ people to work on this contract possessing working knowledge of laws, policy, and procedures governing the National Library Service for the Blind and Physically Handicapped, Library of Congress. Curriculum vitaes (CV) shall be submitted for the principle personnel employed by the contractor in executing the provisions of this contract. If any principle personnel are replaced, CVs for the replacements must be provided to NLS in advance. NLS reserves the right to not accept the replacement personnel and require the contractor to find an acceptable replacement. The contractor shall produce quarterly reports highlighting any issues with the program, detailing how they were resolved or will be resolved, statistics on the quantity and type of work performed by the contractor, and any other relevant information. NLS may ask for additional reports or to change the format or information included in the quarterly reports at anytime.
