- Description
- The Naval Air Systems Command intends to extend the SOLE SOURCE Indefinite Delivery Indefinite Quantity (IDIQ) contract with Lockheed Martin Aeronautics Company (LMAero), 86 South Cobb Drive, Marietta, GA 30063, based on FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements), for the procurement of P-3 type/model/series (T/M/S) Fatigue Life Management Program (FLMP) sustaining engineering/logistics efforts. The current contract has a Period of Performance (POP) of 1 March 2010 through 31 December 2012, which will potentially be extended through 28 February 2015. Potential orders will require engineering and logistics services in response to obsolescence issues and operational and/or technical problems arising from P-3 T/M/S fleet usage for the United States Navy (USN), U.S. Customs, other government agencies, and Foreign Military Sales (FMS) customers. The required effort to be performed under this contract includes design engineering investigations; reliability, maintainability and human factors analysis; engineering change proposal feasibility studies; support for failure, incident, and accident investigations; airframe/component fatigue life engineering, analysis, assessment and tracking support based on the data and technology acquired during the P-3 Service Life Assessment Program (SLAP); and Integrated Logistics Support (ILS). Tasks may also include procurement, development, prototyping, and testing in support of the above activities; provide any tools, materials, and equipment required to accomplish the foregoing work; provide plans, data, reports, testing, inspection, program/engineering/in process reviews, analyses, and other efforts attendant to the preceding tasks. LM Aero is the only source that presently has the proprietary data necessary to complete the tasks accosiated with this contract, including Full Scale Fatigue Test and SLAP results, stress and loads data, structural fatigue analyses, and data derived from the previous five (5) year FLMP contract N00019-05-D-0005 and the current (3) year FLMP contract N00019-10-D-0015. It is not possible for any source besides LM Aero to access the proprietary software used in the above tasks, which are critical to the requirement. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. Responses to this notice must be submitted by 3:00pm EST 12 December 2011. A determination not to compete this requirement is within the discretion of the Government.
