- The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center is issuing a source sought notice to identify vendors capable of meeting the Resident Assessment Instrument / Minimum Data Set (RAI/MDS) System upgrade and implementation requirement. RAI/MDS is a core set of screening, clinical and functional status elements, including common definitions and coding categories, that forms the foundation of the comprehensive assessment for all residents of long-term care facilities certified to participate in Medicare and Medicaid and in the VA Long-term Care and/or Nursing Home Programs accredited under the Joint Commission on Accreditation of Healthcare Organization (JCAHO) Long-term Care Standards. Items in the RAI-MDS standardize communication about patient problems and conditions within facilities, between facilities, and between facilities and outside agencies, including between and among VA medical centers, Veterans Integrated Services Networks (VISNs) and the Veterans Health Administration (VHA) headquarters. Currently, VA VHA uses MDS 2.0. However, the Center for Medicare and Medicaid Services (CMS) launched its latest iteration of the MDS known as MDS 3.0, on October 1, 2010. Therefore, VA VHA intends to acquire RAI/MDS v3.0 for its 134 Community Living Centers (CLCs) as well as testing and installation support, training, and operational support for the RAI/MDS system. Interested parties are requested to review the attached DRAFT Performance Work Statement (PWS) and submit a capabilities statement, cost estimate, and any comments with regards to the Draft PWS no later than December 09, 2011, 3:00 PM EST. Responses shall be limited to seven (7) pages and emailed to Contract Specialist Brandon Caltabilota at Brandon.Caltabilota@va.gov. Include company size and Government-wide Acquisition Contracts for which these services may be available with your submission. The purpose of this sources sought notice is to conduct market research for information and planning purposes only. This notice does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service. Further, VA is not at this time, seeking proposals. Not responding to this RFI does not preclude participation in a future RFP, if one is issued.
