- TITLE: NNA04CI14T SECTEK, Inc.NASA/ARC has a requirement to extend the period of performance of Contract NNA04CI14Twith SECTEK Inc., on a sole-source basis, pursuant to 10.U.S.C. 2304(c)(1), Only OneResponsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.The performance period will be extended for a maximum of three (3) months (January 1,2012-March 31, 2012). A contract modification reflecting this extension and resultantincrease in the Firm Fixed Price (FFP) of the contract will be issued on or beforeDecember 31, 2011, the expiration date of the current protective services contract.Contract NNA04CI14T, awarded as a result of full and open competition under a GSASchedule to SECTEK Inc., on June 1, 2004, provides protective services which includessecurity, emergency response, risk assessment, vulnerability analyses, innovative andstrategic recommendations for security enhancements and upgrades, international visitorrequests, infrastructure security and badging operations, safeguards andcounterintelligence services. Additional services include staffing a 24/7 operationduring emergency or disaster periods. This three-month extension is necessary to maintain the critical continuity of protectiveservices until the current procurement process for the follow-on contract has beencompleted and a new contract awarded. Because SECTEK Inc. provides unique expertise inmeeting the protective services requirements of the Center, no alternate source couldadequately provide for the maintenance of the Centers comprehensive security preventionprogram during this brief extension period. Award to another source during theprocurement phase of the follow-on contract would result not only in substantialduplication of cost to the Government that is not expected to be recovered throughcompetition, but also unacceptable delays in fulfilling the agencys requirement. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. A determination by theGovernment not to compete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit theircapabilities and qualifications to perform the effort in writing to the identified pointof contact not later than 4:30 p.m. local time on December 9, 2011. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All questions MUST bein writing and should be directed to Ms. Drake not later than 4:30 p.m. local time onDecember 9, 2011.
