- Al Held Mural Conservation Protection Services Solicitation The General Services Administration (GSA), Public Buildings Service (PBS), Region 3, is soliciting proposals for conservation protection services for the Al Held Mural in the Mid-Atlantic Social Security Building in Philadelphia, PA. The attached solicitation package includes a Performance Work Statement for protecting the mural during construction projects in the building by a conservator with unique capabilities. Offerors will be evaluated based on technical merit and price proposals. See the attached solicitation package for further details on the evaluation criteria. Offerors must submit their technical proposal and price proposal by the proposal response date and time stated on this solicitation. The technical proposal and price proposal can either be submitted electronically to both kevin.funk@gsa.gov and claudia.ramspacher@gsa.gov or to the following address: Attention: Kevin Funk, U.S. General Services Administration, 9th Floor-3PQCP, The Strawbridge Building, 20 North 8th Street, Philadelphia, PA 19107.
