Description
The US Department of Homeland Security, Federal Emergency Management Agency, Acquisition Operations Division, Washington, DC intends to award a Sole Source procurement with Los Angeles Emergency Preparedness Foundation, Los Angeles, California, to provide support services in assisting FEMA with two major objectives. First, LAEPF will help FEMA establish a new structural mechanism for engaging with local communities to build resilience. LAEPF will act as a third-party intermediary to encourage local communities to engage in creative activities that enhance disaster resilience by building on and addressing local interests, abilities, and needs. Second, LAEPF will implement a signature national challenge program, called Community Resilience Innovation Challenge Awards, designed to stimulate, support and expand the scale of existing, successful community activities and to encourage local residents to design new collaborative initiatives that will enhance community resilience. The LAEPF is uniquely qualified to achieve FEMA's objective. LAEPF will encourage the development, implementation, and expansion of current community engagement strategies in the field of emergency management, promoting approaches that take direct steps to put local residents in leadership roles in planning, organizing, and sharing accountability for the success of local disaster management-related projects and programs. This proposed procurement is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 15 and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer.
