Description
RFI for Federal Reserve Seal Density FEDERAL RESERVE SEAL-PRINT DENSITY This is a Request for Information (RFI) only. This RFI is for informational planning purposes only and it is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. This notice does not constitute a solicitation or a promise of a solicitation in the future. This RFI does not commit the Government to contract for any supply or service. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The BEP will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. The Bureau of Engraving and Printing (BEP) has locations in the Washington, DC and Fort Worth, Texas. These facilities print the Federal Reserve Seal (black seal) and the Treasury Seal (green seal) of the United States currency. The seals are printed using the Numbering Letterpress equipment as part of their Cope-pak and LEPE machinery both manufactured by KBA Giori. The responses are limited to a maximum of five (5) pages. All responses will be in Windows compatible format. Information will be sent via email attachment only. BEP is seeking a system that can measure and quantify in absolute terms various aspects of the print quality of the Federal Reserve Seal in production. As such, BEP needs information from vendors who can provide an off-line non-contact inspection system that will measure the print density of the Federal Reserve Seal (black seal). Information is requested on a system that is able to measure print density (wet and/or dry ink) and any other related physical properties such as color, accurately and precisely, at a spatial resolution of at least 250dpi. Information is also requested on the system's measuring time, spatial resolution, print uniformity assessment, print defect assessment, OCR determination of the quality of the lettering on the seal, ability to accommodate variations in print positions, sheet placement, and presentation. The BEP also seeks additional information related to the graphical display and storage of the measurements. BEP is looking for a system that is able to inspect, at a minimum, two seals at any given two locations on a sheet, preferably within 60 seconds. The sheet will have a minimum dimensions of approximately 312mm x 539mm (2 x 8 layout) and maximum dimensions of up to 820mm x 700mm (5 x 10 layouts). Sheets of 614mm X 539mm (4 x 8 layouts) may also be inspected. The Vendor will provide their lead time for delivery and an initial estimated cost. A copy of the vendor's brochures and technical information on their systems is requested, in pdf format.
