Description
Offeror shall submit completed Clauses with proposal Description of RFQ The Consumer Financial Protection Bureau (CFPB) is an independent bureau within the Federal Reserve System that was created by the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010. The CFPB works to promote fairness and transparency for mortgages, credit cards, and other consumer financial products and services. The CFPB is currently headquartered at 1801 L Street, NW, Washington, D.C. with the potential of temporarily locating staff at other Washington, D.C. facilities. The overall objective is to acquire Consumer Compliance Quick Reference Guides to supplement online and in- person training for CFPB examiners and consumer response staff. This is a brand name or equal requirement. The following characteristics must be met: The "Big Orange Book" is a regulatory service that provides a comprehensive review of all of the compliance regulations in very simple and understandable terms (not legalese) for bank examiners. "The Quick Reference Guides" serve as reference on compliance regulations when examiners complete a bank compliance exam or when consumer response staff handles and processes consumer complaints. The Electronic reference guides require easily updatable and are essential given the ever-changing Consumer Compliance regulatory landscape. They are individual and generally one-page summaries that break down the requirements of specific consumer compliance regulatory requirements, these job aides can assist with a particular regulation, so the user can understand the provisions and requirements of specific topics. It is anticipated this will be a recurring need. Offer shall provide pricing for a base and up to 4 option years, see characteristics below. Offeror must provide sample website for review with proposal. Anticipated line items are as follows: Base Year and 4 Option years - An unlimited usage, Client Specific Secure Web Site to access electronic versions (through existing interface, link on CFPB intranet, or similar means) - Access for unlimited users and access to the Electronic Book for all Consumer Response Team Members, including but not limited to the comprehensive manual as well as the job aids - Included in the cost, automatic updates as a result of regulatory changes. as they occur for the Site and book, - Included in the cost, regular updates to the electronic book at least one month prior to the effective date of a Regulation change but at least annually. - Easy to understand, comprehensive review of consumer compliance regulatory requirements in laymen's terms, NOT legalese- contained in one comprehensive tool. - Easy to find electronic book containing detailed information on each Compliance Regulation in an easy to understand format (manual). - Simple one-page job aids for particular consumer compliance regulations that can be used to better understand regulatory requirements. In addition, the ability to print the electronic book in an easy to read format - Avenue for providing feedback on guidance needing correction or clarification - Searchable index / table of contents for topics contained in the comprehensive manual - Ability to request the development of new one-page job aids, if needed - Easy to find electronic book containing detailed information each Compliance Regulation in an easy to understand format. - Online access for the Big Orange Book or equal product for unlimited users - Hard copies of the quick reference books (These are also available on the above mentioned Client Specific Secure Web Site). - Hard copies of the Big Orange Book or equal product. Interested prospective offerors shall respond to this RFQ no later than 12:00 NOON ET on December 15, 2011. Responses and Questions shall be sent via email to PSB3@bpd.treas.gov ATTN L Stanley/ GW. All questions shall be received no later than 12:00 NOON December 9, 2011, questions received after this time may not be answered. Telephone inquiries shall not be acceptable. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list.
