IMOMS ATC MAP (7) IMOMS Addenda Wage Determmination (6) IMOMS PRE-SOLICITATION PROVISION, CLAUSES (5) Pgs 122-163 IMOMS CDRLS (4) Pgs 91-121 IMOMS Tech Exhibits (3) Pgs 47-90 IMOMS Sf1149, SOW (2) Pgs 1-46 THIS IS A PRESOLICITATION AND CONFERENCE NOTICE WITH A DRAFT SOW FOR INTEGRATED MAINTENANCE, OPERATIONS AND MODIFICATION SUPPORT OF SIMULATORS located at the United States Coast Guard (USCG) Aviation Training Center (ATC), Mobile, Alabama. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL (RFP). PROPOSALS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. HSCG 38-12-R-410001 is assigned for tracking. There will be a presolicitation conference located at the U. S. Coast Guard Aviation Training Center (ATC), 8501 Tanner Williams Road, Mobile, AL 36608 on December 13, 2011 at 1:00 PM CST at Wilks Hall. The presolicitation draft SOW will not be available at the conference. Please print and hand carry a copy. Names of attendees must be submitted by e-mail not later than 12/8 to Mr. Chris Broxterman at Christian.Broxterman@uscg.mil. His phone number is 251 441 6201. A valid drivers license will be required to gain base access. Directions to ATC are attached as the last page of the draft presolicitation. Questions will NOT be addressed at the presolicitation conference and shall be submitted in writing (e-mail) to Judith.A.Knotts@uscg.mil with a copy to Mr. Chris Broxterman by 4:00 PM (EST) 12/16. All questions and answers will be posted on FedBizOps. The proposed acquisition is for the Integrated Maintenance, Operations and Modification of Simulators located at ATC Mobile. ATC utilizes four (4) Operational Flight Trainers (OFTs), two (2) Cockpit Procedure Trainers (CPTs), five (5) flight management system desktop trainers (DTT) and one (1) aircraft weapons trainer to cycle over 700 students through Aviator Transition, Re-Qualification, and Proficiency Courses, annually. These training devices require maintenance, operation, and modification support. The request for proposal (RFP) will use the procedures of FAR Part 12. The proposed contract will be a firm fixed price/indefinite quantity contract with a Base period of one year with four (4), one year option periods. Related simulator efforts may be required under this proposed contract to be defined under separate firm fixed price delivery orders. This requirement is restricted to 100 percent total small business set-aside. The NAICS code for this acquisition is 333319. The small business size standard is 500. As the only USCG site with aviation training device resources, daily trainer performance is critical to a steady pipeline of mission ready aviators necessary to meet USCG national security responsibilities. Hence, the Government requires experienced Site Personnel who are multi-disciplined and cross-trained to provide modification, operation and maintenance services on the training devices. With Government concurrence, equivalent simulator/education experience for personnel outlined in the draft SOW may be substituted provided it is comparable to the specific requirements listed. Offers will be required to identify the categories of personnel to be utilized during this performance of the contract. The Government estimates that the following categories of personnel will be required: Project Manager, Site Manager, Trainer Operators/Maintenance Personnel, Supply Technician, Modification/Engineering Personnel. Depending on the requirement of a particular modification task, one or more Subject Matter Expert (SME) may be required. Any other types of personnel should be identified within the proposal. The Request for Proposal has an approximate release date of 12/22/11 and will be posted on FedBizOps. Contract award will be made to the offer whose proposal represents the best overall value to the government as defined in 52.212-2 Evaluation Commercial Items as outlined on pages 123-125 of the draft SOW.
