Description
Provide Professional Architectural Engineering Design services to Relocate Joliet Community Based Outpatient Clinic" (CBOC) to the Silver Cross Hospital, Emergency Department, Building #8, located in Joliet, Illinois. The Department of Veterans Affairs, is seeking interested firms that are classified under one or more of the following small business programs: (1) Service Disabled Veterans Owned Small Business (SDVOSB) (2) Veteran-Owned Small Business (VOSB) (3) Section 8(a), (4) HUB Zone, (5) Small Disadvantaged Business (SDB), (6) Woman-Owned Small Business (WOSB). The work includes preparation of drawings, specifications and cost estimates for all facets of work and trades necessary to facilitate award of a construction contract. This AE Design includes, but is not limited to, space and services programming, preparation of drawings, specifications and cost estimates for all facets of work and trades necessary to facilitate award of a construction contract in order to completely relocate approximately 7,500 sq.ft. of outpatient clinic space from the current Joliet CBOC located at Glenwood Avenue in Joliet, IL and expand services as determined by the design team. The new location that the current Joliet CBOC will occupy is a VA owned property but is still "connected" and adjacent to property still owned and maintained by Silver Cross Hospital, Joliet Illinois. As such, the contracted A/E services will develop a plan and bid items to do full systems separation and partial building separation of the VA's property in addition to the renovation needs. The construction work involved may contain, but is not limited to, removal of all/most interior walls and systems, construction of new interiors, limited exterior renovation, new data and phone systems, new emergency power systems, retro-commissioning and testing and balancing (must have 3rd party commissioning agent) of HVAC, separation of utilities and re-certification in conjunction with service providers, and limited landscaping and civil engineering of horizontal property. This contracted work will require the A/E firm to attend all meetings with shops, contractors, and hospital staff as directed by the Contracting Officer's Representative. A/E contractor shall be performing more than usual meetings to help the VA develop a space plan on speculated and confirmed services for clinical care. As the VA understands, there is NO lead or asbestos containing materials currently in the VA owned space, but the A/E contractor shall validate/confirm during site survey. The NAICS code is 541310 and the size standard is $4.5 million. This procurement is 100% set-aside to small business firms. Estimated construction cost is between $5,000,000- $10,000,000. Area of consideration is restricted to 100 miles of the Hines VA Hospital, Hines, Illinois. Submit two (2) copies of SF 330 with appropriate documentation by close of business January 3, 2012. Selection criteria will be based on: (1) specialized experience and technical competence of the firm with the type of design required, (2) specific experience and qualifications of personnel proposed for assignment to the project, (3) Maintaining project schedules and project budgets; (4) Knowledge in design and construction requirements; (5) Cost control effectiveness; and (6) Veteran Owned status. No bid packages are available. This is not a Request for Proposal (RFP). Award is subject to the availability of funds.
