- This is a sources sought notice for GovDelivery Digital Communication Suite This SOURCES SOUGHT NOTICE is to determine the availability of a small business (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that can provide the GovDelivery Digital Communication Suite which includes E-mail Subscription Management Service, Transactional Messaging Service, and Citizen Service Management. The E-mail Subscription Management (ESM) is a renewal of existing software already utilized on the CMS websites ( www.medicare.gov and www.cms.hhs.gov ) and is necessary in order to maintain existing subscriptions, contact with the help line, and receive needed upgrades for the software. In FY2007 CMS migrated away from the L-soft system formerly available as a service from NIH due to security, management, and lack of content approval features. This has allowed CMS to centrally manage content being distributed externally via electronic mailing lists for quality control purposes, which has been a significant problem in past years. Transactional Messaging Service (TMS) enhances the email functionality provided through MyMedicare.gov to enable personalized messaging. TMS will, for the first time, give CMS statistics on email delivery rates, open rates and click-through rates. TMS will specifically be used to promote the Blue Button initiative, which is a cross-agency Administration priority. The Citizen Service Management effectively manages internal and external requests and improves communication and access to Agency information. The easy to use web interface software allows end users to submit requests and review the status at anytime. CSM will allow CMS to respond to all forms of communication on a timely basis and increase access to health care data.
