Description
AMENDMENT 0005 NOTICE: Amendment 0005 has been issued to change the doctorate degree requirements in the basis of award. See attached amendment 0005 for additional information. As a reminder, any and all amendments must be acknowledged and submitted prior to the due date. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, W911SD-12-T-0032, is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The NAICS code for this requirement is 541712, and the small business standard is 500 Employees. THIS REQUIREMENT IS 100% SET-ASIDE FOR SMALL BUSINESS CONCERNS. See attached Price Schedule for complete information on Contract Line Items. Quoters are to include a completed copy of the bid price schedule with its quote. Delivery information: Period of Performance is 06 December 2011, or within one (1) day of contract award, whichever occurs last through 4 September 2012. F.O.B. Destination: United States Military Academy Information and Educational Technology Division Building 606 West Point, NY 10996 The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Award will be made to a single quoter who is deemed responsible (to be determined responsible, the prospective contractor must meet the general standards described in Federal Acquisition Regulation (FAR) 9.104-1. To make a determination of responsibility, the Government may require additional information, such as a pre-award survey. Quoters are cautioned that in conducting the responsibility assessment, the Government may use information gathered from sources described in FAR 9.105-1(c)), whose quote conforms to the solicitation requirements, and whose quote, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable quote with acceptable past performance. The evaluation process will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures. See attached "Basis of Award" for additional evaluation information.
