Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source order under Basic Ordering Agreement (BOA) N00019-08-G-0010, with Sikorsky Aircraft Corporation (SAC), Stratford, CT to conduct a conceptual design assessment of the VH-3D aircraft to identify procedural and hardware modifications necessary to reduce C-17 lift mission times and life cycle cost. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, 'Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.' As the sole manufacturer of the VH-3D aircraft, Sikorsky Aircraft Corporation is the only known source with the necessary technical data, knowledge, experience, and expertise required to perform this. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action, based upon responses to this notice, is solely within the discretion of the Government.
