- This is a presolicitation synopsis. This presolicitation synopsis is not to be construed as a commitment by the Government. The National Guard Bureau is seeking potential 8(a) Business Companies for a Shuttle Bus Services single-award IDIQ contract. If adequate 8(a) Businesses are available, this solicitation will be set-aside for 8(a) Businesses concerns. The work will include the following: 1.Personnel Bus Transit Service via multi seat motorized vehicles to Arlington Hall Station (AHS). This service will operate between AHS and Crystal City (Metro Rail/Virginia Railway Express Station Crystal Drive Drop-off), the Pentagon Transit Center, and Joint Base Myer-Henderson Hall. A detailed description of routes and vehicles needed is attached hereto as the "Statement of Work." 2.Vendor must be fully operational on the first day of the contract, commencing March 1, 2012. 3.The contractor must be listed in the Department of Defense (DoD), Defense Travel Management Office (DTMO) "Department of Defense Approved Bus, Van, & Limo Carriers: Effective UPDATED 07 Nov 2011," or the most current update, or must receive DTMO approval by February 29, 2012 (see requirements http://www.defensetravel.dod.mil/site/busApp.cfm ). However, this list is not all inclusive. The contract and task orders will be non-personal in nature. The Government intends to award a single IDIQ contract and issue task orders as Labor Hour, Firm Fixed Price or Cost Reimbursable for an ordering period of up to 1 year, with 2 1-year option periods (for a total of 3 years); anticipated maximum ordering value is approximately $3 Million/year. The North American Industry Classification Systems (NAICS) Code is 485113. The size standard for this NAICS is $7.0 million. No solicitation is currently available. Responses should include the following information: 1.Offerors name, addresses, point of contact, telephone number and e-mail address. 2.Statement of capability (SOC). The SOC shall contain pertinent and specific information addressing the following areas: (a) Proof of 8(a) Small Business status; (b) Expertise in providing personnel capable of performing in the area of Shuttle Bus Services; and (c) Demonstration of similar contract performance within the last three years. SOCs are limited to 20 pages (1 original copy only) must be received via mail or hand delivery no later than 3:00 P.M. on December 15, 2011. This notice will assist the National Guard Bureau in determining potential 8(a) Small Business sources only.
