Description
The purpose of this amendment to W31P4Q-12-T-0038 is to: (a) Change the POC for questions and submission of quotes to Ms. Tammy Benson, email: tammy.j.benson@us.army.mil. If you have previously submitted a quote, please resubmit to the new POC. (b) Provide a deadline for submission of questions regarding this solicitation: The deadline for submitting questions related to this combined synopsis/solicitation is Friday, 2 December, 2011 at 0900 AM CST. No additional questions will be accepted after this deadline. Any questions should be submitted to Ms. Tammy Benson, email: tammy.j.benson@us.army.mil. (c) Extend the due date for submission of quotes: The due date for submission of quotes is extended to Thursday, 8 December, 2011 at 0900 AM CST. (d) Provide answers to the following questions that were submitted: Question 1: FBO identifies the following system requirements: These will be cloud systems: Quantity Memory Disk Space 3 1GB Ram 65GB 1 1GB Ram 700GB 3 2GB Ram 70GB 8 2GB Ram 80GB 3 2GB Ram 80GB 1 4GB Ram 155GB 1 6GB Ram 73GB 1 8GB Ram 72GB 10 8GB Ram 600GB 1 12GB Ram 3.5TB 1 16GB Ram 2TB 2 16GB Ram 80GB 1 24GB Ram 1TB These will be dedicated systems: Quantity Memory Disk Space 2 1GB Ram 2TB - Quad Core i7 1 2GB Ram 262GB - Quad Core i7 2 8GB Ram 146GB - Quad Core i7 3 8GB Ram 146*4 RAID5 - XEON 5150 1 8GB Ram 300GB RAID1 - XEON 5150 4 16GB Ram 700GB - XEON 5460 4 24GB Ram 300GB RAID1 - XEON 5150 For each of the cloud-based systems above, can you identify the CPU and RAID requirements as you have provided for the dedicated systems? Answer 1: The CPU power needed in GHz for the cloud partitions is normally decided by the service provider based on their current cloud configuration. Each subscriber is guaranteed a certain amount of CPU power. We expect to have the performance similar to the performance of a Dual Quad Core i7. At times, if there is "extra" CPU power available from the host hardware, we would like extra processing power without additional cost. Question 2: Regarding the virtualization requirement, we have several questions: a. Are any of the existing servers/applications running in a virtual environment currently? If so, what percentage? b. What virtualization environment will be required (VMware vSphere? Hyper-V? Other?) c. Are you licensed for the virtualization software or do we need to include the virtualization licenses into the quote? Answer 2: None of the existing servers/applications run in a virtual environment currently. We do not determine the type of virtualization used on a cloud service, the service provider does. That should be a cost that is distributed to all cloud subscribers and not charged solely to the government. Question 3: Will the contractor be responsible for the networking environment (routers, firewalls, etc.) or just maintenance of the server environment? Same question for both the dedicated environment as well as the cloud environment. Answer 3: The service provider will be responsible for the networking environment for both dedicated and cloud. Question 4: What are the routine and maximum bandwidth requirements for the cloud systems? Should we include bandwidth costs into our price quote? Answer 4: The bandwidth costs should be included in your quote. We do not expect to pay for any bandwidth between dedicated and cloud servers. Only outside connections to dedicated or cloud. Cloud instances should have 1 gigabit UNMETERED. Dedicated should have 2000 GB at least with bandwidth capability to increase on either platform as needed (in which the government will pay for the increase). Question 5: What is the place of performance? Contractor's facility? Government facility? Combination of both? Answer 5: This will be housed on the service providers network, which should include the 4 areas of the US and government approved international locations. Question 6: We are assuming that the technical support is for maintenance/support of the server environment only and not to provide end user support for the Army Game. Is this correct? Answer 6: Correct. No end user support will be provided by the service provider. Question 7: Regarding licensing support (Objective 0004) and purchasing of remote management equipment (Objective 0005), we have several questions: a. Should our quote include specific equipment and/or specific software licenses? If so, please provide more details on both so that we can accurately provide a quote. b. We are assuming that future licenses and equipment purchases that are facilitated by the contractor will be funded by the government at the time of purchase. Is this accurate? Answer 7: a. Right now, all servers will be Linux (CentOS) with the possibility of migrating to Windows in the future. b. The government will not be purchasing any equipment. This is a service contract not a hardware contract. We will pay for the use of additional servers or licenses as needed. Question 8: Cloud System: what is the CPU power needed in GHz for the cloud partitions? Answer 8: The CPU power needed in GHz for the cloud partitions is normally decided by the service provider based on their current cloud configuration. Each subscriber is guaranteed a certain amount of CPU power. We expect to have the performance similar to the performance of a Dual Quad Core i7. At times, if there is "extra" CPU power available from the host hardware, we would like extra processing power without additional cost. Question 9: Is this all being hosted in Huntsville, AL onsite? Answer 9: This will not be hosted in Huntsville, AL. It will be hosted on the service provider's network infrastructure to include international locations as well as evenly distributed over the US. Question 10: Is there an incumbent providing similar services or this is a new effort? If there is a previous contract, are you able to provide me with the incumbent contract #, contractor's name, value and expiration date? Answer 10: We consider this a new effort. We have a contract for hosting our current AGS. This is hosting only. We have had to purchase all hardware that is used. In our new effort, we need the service provider to have all of this hardware within their infrastructure for us to use, as needed, across the locations listed in the Statement of Objectives (SOO). This will include the need for international hosting as well. We also want to be able to take advantage of the Cloud technologies and the current provider isn't able to provide that either.
