Notice Type: Sources Sought Synopsis: Transportation, Treatment, Storage, and Disposal of Polychlorinated Biphenyls (PCB) waste in Japan This is a Sources Sought Announcement only and does not constitute a commitment, implied or otherwise, that the Defense Logistics Agency (DLA) Disposition Services will take procurement action in this matter. Further, DLA Disposition Services will not be responsible for any cost incurred in furnishing the information requested. This announcement is for formal market research only and should not be considered a Request for Proposal (RFP). The DLA Disposition Services J-7 Acquisition Management Office is conducting market research to determine the capabilities and qualifications of small and large businesses in the Japanese business sector in performing hazardous waste transportation, treatment, storage, and disposal services as related to Polychlorinated Biphenyls (PCB) waste. PCB waste is currently securely stored and shipped from various US military installations located in Japan, to various Treatment, Storage, and Disposal Facilities (TSDF) located in the continental United States (CONUS). The purpose of this request is to determine whether there is the capability to properly treat, in-country, some quantity of the PCB inventory to (1) expedite the destruction of United States Forces Japan (USFJ) related PCB's, (2) minimize the potential for adverse environmental impact associated with prolonged storage and transcontinental transportation, and (3), reduce costs to the United States Government (USG). The quantity to be managed in-country will be determined by a variety of factors including the results of the information provided by parties responding to this notice and available funding. The purpose of this RFI is to assess the potential to obtain disposal of these wastes within Japan only-we are not seeking information about options that would involve export to third countries for disposal. The following are the USG's descriptions of its low level PCB items. These descriptions are based on US regulations and definitions. If these descriptions are not practical based on Japanese PCB regulations or industry treatment or disposal standards, please feel free to change or add new descriptions where appropriate. Please identify any which you are authorized to treat and have the present capacity or ability to treat. The work effort may include but is not limited to: 1) Providing comprehensive HW Management of PCB-related waste, including transportation, treatment, storage, and disposal services 2) Completing supply chain management of hazardous waste, as needed, to include all procurement and ordering of materials 3) Providing cradle-to-grave container tracking documentation, including a Certificate of Destruction (CD) 4) Ensuring fair and reasonable pricing for services rendered to the US Government 5) Ensuring that environmental, safety, and occupational health practices are conducted in compliance with applicable laws and regulations In order for DLA Disposition Services to properly gauge the capability of the small and large Japanese business community, interested parties must provide: 1) Statement of Capability. Please provide a general statement informing DLA Disposition Services of the general capabilities your firm offers. It should describe the specific waste types (i.e. liquids, sludge, solids, and debris) you can process, current and forward looking annual throughput capacities (weights and/or volumes) at each facility. 2) Statement of Qualifications. Please provide information to address the following: (a) Describe the types of wastes and volumes you are authorized to treat, including physical properties, PCB concentrations, and volumes. (b) Provide the locations of your treatment facilities and the technology that each facility utilizes in the treatment of PCB wastes. Describe the method utilized for the disposal of treatment residues. (c) Describe the permits or authorizations granting authority to treat PCB wastes at each facility, including permitting authority with references, date of issue, and date of expiration. Identify other permits or authorizations granting authority to dispose of treatment residues. If a solicitation is issued, offerors will be expected to provide copies and English translations of these documents. (d) Describe any limitations and/or exemptions imposed by the terms of your permit or applicable law or regulation. These may specify the source of the wastes including but not limited to the process by which wastes were generated, the identity and/or geographic location of the waste generator. (e) Provide information regarding at least two (2) currently serviced contracts, with references, for each treatment facility. (f) Provide estimates of the annual volumes of PCB waste treated over the past three (3) years at each facility. (g) Explain whether your firm has any obligations, either imposed by law, regulation, or private contract that would prevent you from treating PCB wastes generated by the USG, or that would allow you to treat USG wastes only after your obligations to other parties were met. If so, please describe the nature of the limitation or obligation.
